                             SENATE BILL NO. 1420, As Amended

                                  BY EDUCATION COMMITTEE

 1                                        AN ACT
 2    RELATING TO THE STATE COUNCIL FOR TECHNOLOGY  IN  LEARNING;  AMENDING  SECTION
 3        33-4804,  IDAHO  CODE, TO INCREASE THE MEMBERSHIP FROM FIFTEEN TO EIGHTEEN
 4        AND TO SPECIFY THE METHOD OF NOMINATIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  That Section 33-4804, Idaho Code, be, and the same  is  hereby
 7    amended to read as follows:

 8        33-4804.  STATE  COUNCIL FOR TECHNOLOGY IN LEARNING CREATED -- MEMBERSHIP.
 9    (1) There is hereby created and established the state council  for  technology
10    in  learning  under  the  state  board of education, referred to herein as the
11    council.
12        (2)  The council shall consist of    fifteen      eighteen
13      (1 5  8 ) members who shall be appointed as fol-
14    lows:
15        (a)  The superintendent of public instruction, or his designee.
16        (b)  The governor shall appoint one (1) practicing public school  adminis-
17        trator, one (1) business representative with experience in applications of
18        technology,  one  (1)  representative of the division of vocational educa-
19        tion, one (1) vocational/applied technology teacher,  one  (1)  practicing
20        public  school  teacher,  one  (1) public librarian, one (1) public school
21        media specialist, one (1) member of the state board  of  education,  
22        and    one  (1)  member  of the faculty of a public higher education
23        institution , one (1) member who is a nominee of  a  district  school
24        board  of  trustees,  one (1) member who is a nominee of the state parent-
25        teacher association, and one (1) member who is  a  nominee  of  the  Idaho
26        assistive technology project .
27        (c)  The  president  pro tempore of the Idaho senate shall appoint two (2)
28        members of the senate, one (1) from each of the two (2) largest  political
29        parties.
30        (d)  The  speaker  of  the  house of representatives shall appoint two (2)
31        members of the house of representatives, one (1) from each of the two  (2)
32        largest political parties.
33        (e)  The  chair of the state board of education's telecommunications coun-
34        cil.
35        (3)  Members appointed by the governor and  legislative  leadership  shall
36    serve at the pleasure of the appointing official.
37        (4)  Members of the council shall receive compensation as provided in sec-
38    tion 59-509(b), Idaho Code.

                            STATEMENT OF PURPOSE

    The purpose of this legislation is to increase the membership of the State Council For 
    Technology in Learning from 15 to 18. Two additional members shall be parent 
    representatives, one of whom shall be reserved for a nominee of the Idaho PTA. The other 
    member shall be a nominee of a district school board of trustees.
    
                               FISCAL IMPACT
    
    The estimated fiscal impact would be $5040. This figure is based on the current state per 
    diem. Actual fiscal impact will vary depending on the residence of the additional committee 
    members.
