S1519|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1519 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE ATTORNEY GENERAL FOR FISCAL YEAR 1998; 3 AND DECLARING AN EMERGENCY. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. In addition to the appropriation made in Section 1, Chapter 6 292, Laws of 1997, there is hereby appropriated to the Attorney General the 7 following amount to be expended for the designated program according to the 8 designated standard classification from the listed fund for the period July 1, 9 1997, through June 30, 1998: 10 SPECIAL LITIGATION: 11 FOR: 12 Operating Costs $900,000 13 FROM: 14 General Fund $900,000 15 SECTION 2. An emergency existing therefor, which emergency is hereby 16 declared to exist, this act shall be in full force and effect on and after its 17 passage and approval.
STATEMENT OF PURPOSE
SB 1519
This is a supplemental appropriation for fiscal year 1998 for the Special Litigation Program in the
Office of the Attorney General.

Expenses for the Snake River Basin Adjudication are funded through the special litigation program, and
are the primary reason for this $900,000 one-time supplemental. Critical cases with the federal
government are scheduled to be heard this Fall, and it is necessary to pay for expert witnesses in
preparation of these court cases.
Funds in the special litigation program are used to engage private legal representation when required
due to ethical conflict between governmental entities, provide technical experts when the Attorney
General's staff does not possess the necessary expertise, and to cover the cost of extraordinary
unanticipated litigation.
