This budget includes a fiscal year 1998 supplemental of $17,800 in General Funds, to pay
for moving costs and a rent differential. Base Adjustments remove the one-time fiscal
year 1998 supplemental costs from the fiscal year 1999 budget. Program maintenance
includes standard personnel cost rollups, 2.6% inflation, and 5% Change in Employee
Compensation (CEC). There is $38,800 provided for replacement items. Non-standard
adjustments include $5,000 for Attorney General fee increases, and $1,600 in State
Controller fee increases. The ongoing portion of the fiscal year 1998 supplemental is
annualized in this budget. There is a fund shift of $15,600 from federal funds to the
General Fund to cover the federal funds portion of the CEC adjustment. The Commission
does not expect to receive any additional federal funds for CEC in fiscal year 1999.
