 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR  FOR  THE  STATE  INSURANCE
 3        FUND FOR FISCAL YEAR 1999; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT
 4        POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  There is hereby appropriated to the Office of the Governor for
 7    the  administration  of  the State Insurance Fund the following amounts, to be
 8    expended for the designated programs  according  to  the  designated  standard
 9    classifications  from  the  listed funds, for the period July 1, 1998, through
10    June 30, 1999:

23        SECTION 2.  In accordance with Section  67-3519,  Idaho  Code,  the  State
24    Insurance  Fund  is authorized no more than two hundred thirty-one (231) full-
25    time equivalent positions at any point during the period July 1, 1998, through
26    June 30, 1999, for the programs specified in Section 1  of  this  act,  unless
27    specifically authorized by the Governor. The Joint Finance-Appropriations Com-
28    mittee will be notified promptly of any increased positions so authorized.

This is the fiscal year 1999 appropriation for the State Insurance Fund in the amount of
$13,497,400.

COMMENTS
This is the fiscal year 1999 appropriation for the State Insurance Fund in the amount of
$13,497,400.

The State Insurance Fund, which is located in the Office of the Governor, is comprised of 
two programs: the Workers Compensation Program and the Petroleum Storage Tank Fund
Program.  It is funded entirely with dedicated funds generated from the sale of workers
compensation and petroleum storage tank insurance.

This appropriation includes fully funded personnel cost increases to cover higher
employer-paid benefit costs, a 2.6% inflationary increase for operating expenses, and a
5% change in employee compensation (CEC) for merit based pay increases with an emphasis
on moving deserving employees to the policy pay level.  Funding for replacement items,
which includes a $200,000 mail folding/inserting machine, is also contained in this
appropriation.

Non-Standard Adjustments includes $440,400 of additional personnel money to cover a
funding shortfall.

Two enhancements are funded in this bill.  The first provides for three new positions
(one premium auditor, one nurse consultant and one IT systems security analyst) plus
$40,000 for group position funding.  The second provides one-time funding for an
information technology audit.
