                           SENATE CONCURRENT RESOLUTION NO. 121

 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
 3        APPOINT A COMMITTEE TO DRAFT LEGISLATION WHICH PROVIDES FOR  PRIVATIZATION
 4        OF LIQUOR SALES IN IDAHO AND ELIMINATES THE STATE LIQUOR DISPENSARY.

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS,  the  state of Idaho supports the growth of private enterprise by
 7    not placing itself in competition with the private sector; and
 8        WHEREAS, privatization of certain government services can result in a cost
 9    savings to the taxpayer when the performance of  selected  services  transfers
10    from the public sector to the private sector; and
11        WHEREAS, such transfers relieve pressure on tight state budgets; and
12        WHEREAS,  divesting  government  of  performing selected services does not
13    necessarily result in loss of state control over those services.
14        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
15    sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre-
16    sentatives  concurring  therein, that the Legislative Council is authorized to
17    appoint a committee to draft legislation which provides for  privatization  of
18    liquor  sales in Idaho and eliminates the state liquor dispensary. The commit-
19    tee is authorized to recommend revenue-raising options including  an  increase
20    in the liquor tax and a local option liquor tax. The Legislative Council shall
21    determine  the  number of legislators and membership from each house appointed
22    to the committee and shall authorize the committee to  receive  input,  advice
23    and assistance from interested and affected parties who are not members of the
24    legislature.
25        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
26    appointed  by  the cochairs of the committee who are appointed by the Legisla-
27    tive Council. Nonlegislative members of the advisory committee  shall  not  be
28    reimbursed  from legislative funds for per diem, mileage or other expenses and
29    shall not have voting privileges regarding the committee's recommendations  or
30    proposed legislation.
31        BE  IT FURTHER RESOLVED that the committee shall report its findings, rec-
32    ommendations and proposed legislation to the  First  Regular  Session  of  the
33    Fifty-fifth Idaho Legislature.

                          STATEMENT OF PURPOSE

    The purpose of this legislation is to authorize a Legislative Interim 
    Committee to draft legislation which provides for privatization of liquor 
    sales in Idaho and eliminates the state liquor dispensary.
    
                             FISCAL IMPACT
    
    The committee expenses are estimated at approximately $10,000.
