SCR135|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 135 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF MEANS OF ASSIST- 4 ING SCHOOL DISTRICTS TO MEET SCHOOL FACILITY NEEDS. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, in 1991, the Idaho Legislature created a committee and charged it 7 to conduct a comprehensive study of school facilities; and 8 WHEREAS, the Statewide School Facilities Needs Assessment Committee con- 9 ducted the study as charged and reported its findings to the legislature; and 10 WHEREAS, the committee developed criteria to assess existing school build- 11 ings and to measure the unmet need for facilities warranted by the current 12 enrollment in Idaho schools; and 13 WHEREAS, when the committee reported in 1993, it reported a need of 14 approximately $699,500,000 required to upgrade the physical condition of 15 existing buildings, add capacity to meet enrollment needs, and bring existing 16 buildings to a condition where they can utilize new technology; and 17 WHEREAS, in the intervening years, the legislature has considered multiple 18 alternative approaches to assist school districts to address this need; and 19 WHEREAS, the legislature is aware of a significant responsibility to pro- 20 vide the means whereby every child in Idaho shall be given a genuine opportu- 21 nity to achieve an education which will prepare him or her for the challenges 22 of useful citizenship. 23 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 24 sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Rep- 25 resentatives concurring therein, that the Legislative Council is authorized 26 to appoint an eight member committee, with four members from the Senate and 27 four members from the House of Representatives, to undertake and complete a 28 study of the means and methods whereby the legislature might assist school 29 districts to meet the facility needs identified by the Statewide School Facil- 30 ities Needs Assessment Committee and, in addition, those which may have devel- 31 oped in the intervening years. The Legislative Council shall authorize the 32 committee to receive input, advice and assistance from interested and affected 33 parties who are not members of the legislature. 34 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 35 appointed by the cochairs of the committee who are appointed by the Legisla- 36 tive Council. Nonlegislative members of the advisory committee shall not be 37 reimbursed from legislative funds for per diem, mileage or other expenses and 38 shall not have voting privileges regarding the committee's recommendations or 39 proposed legislation. 40 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 41 ommendations and proposed legislation, if any, to the First Regular Session of 42 the Fifty-fifth Idaho Legislature.
STATEMENT OF PURPOSE RS08134 This proposal would create an interim committee to develop a plan to help local school districts meet the escalating needs for school facilities. There have been many and various proposals through the years, but nothing has been implemented to date.
