                              SENATE JOINT MEMORIAL NO. 104

                          BY RESOURCES AND ENVIRONMENT COMMITTEE

 1                                   A JOINT MEMORIAL
 2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
 3        ASSEMBLED, TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO
 4        IN  THE  CONGRESS  OF  THE  UNITED  STATES, AND THE DIRECTOR OF THE UNITED
 5        STATES FOREST SERVICE.

 6        We, your Memorialists, the Senate and the House of Representatives of  the
 7    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-fourth
 8    Idaho Legislature, do hereby respectfully represent that:

 9        WHEREAS, the Salmon-Challis National Forests has released a new draft man-
10    agement plan for the Frank Church River of No Return Wilderness; and
11        WHEREAS, the Frank Church River of No Return Wilderness  is  at  the  very
12    heart of the state of Idaho, and as the Middle Fork of the Salmon River pulses
13    through  the  wilderness, so too does the essence of the Idaho lifestyle pulse
14    through her citizens; and
15        WHEREAS, the revised plan now proposes drastic reductions in the number of
16    float trips which will be approved for the river, and  substantial  reductions
17    in  the  number  of people who will experience the thrills of a trip along the
18    river; and
19        WHEREAS, the proposed  reductions  not  only  impact  those  who  will  be
20    excluded  from  the river experience, but also the outfitters and guides whose
21    economic well-being is inexorably linked to the river; and
22        WHEREAS, the beauty of the river and the aesthetic values of  the  wilder-
23    ness must always be balanced against the increasing demands for their use, the
24    needs of the residents, and the preservation of the wilderness for future gen-
25    erations; and
26        WHEREAS, residents of the state of Idaho and specifically residents of the
27    small rural Idaho communities which are directly impacted by the management of
28    the  wilderness  should be considered and their voice should be heard in these
29    decisions.
30        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
31    sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre-
32    sentatives  concurring  therein, that on behalf of the many residents of Idaho
33    who would be adversely impacted by the proposal now  under  consideration,  we
34    oppose  the revised draft management plan proposed by the Forest Service which
35    further limits the number of permits and number of people who are permitted on
36    the river, and instead support Alternative 1.
37        BE IT FURTHER RESOLVED that the Secretary of the Senate  be,  and  she  is
38    hereby authorized and directed to forward a copy of this Memorial to the Pres-
39    ident  of  the  Senate and the Speaker of the House of Representatives of Con-
40    gress, the congressional delegation representing the State  of  Idaho  in  the
41    Congress of the United States, and to the Director of the United States Forest
42    Service.
