SJM106|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE JOINT MEMORIAL NO. 106 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 4 IDAHO IN THE CONGRESS OF THE UNITED STATES. 5 We, your Memorialists, the Senate and the House of Representatives of the 6 State of Idaho assembled in the Second Regular Session of the Fifty-fourth 7 Idaho Legislature, do hereby respectfully represent that: 8 WHEREAS, the vast majority of the individual states of the United States 9 have constitutional provisions which require legislative bills to consist of a 10 single subject; and 11 WHEREAS, this provision has proven to be a vital safeguard of citizens' 12 rights and citizens' awareness of pending legislation; and 13 WHEREAS, what has proven to be so successful with the vast majority of our 14 states, the bulwark of republican government, should work equally well for the 15 national government. 16 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 17 sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre- 18 sentatives concurring therein, that we urgently request the Congress of the 19 United States to immediately prepare a proposed constitutional amendment to 20 the Constitution of the United States to limit congressional bills to a single 21 subject, except for recodification measures, and to submit such proposed 22 amendment to the several states for ratification. 23 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 24 hereby authorized and directed to forward a copy of this Memorial to the Pres- 25 ident of the Senate and the Speaker of the House of Representatives of Con- 26 gress, to the congressional delegation representing the State of Idaho in the 27 Congress of the United States, and to the presiding officers of each House of 28 each state of these United States.
