                                    HOUSE BILL NO. 502

                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS TO THE DIVISION OF  FINANCIAL  MANAGEMENT  FOR
 3        FISCAL YEAR 1998; AND DECLARING AN EMERGENCY.

 4    Be It Enacted by the Legislature of the State of Idaho:

 5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
 6    256, Laws of 1997, there is hereby appropriated to the Office of the  Governor
 7    for  the  Division of Financial Management the following amount to be expended
 8    for the designated program according to the designated standard classification
 9    from the listed fund for the period July 1, 1997, through June 30, 1998:
10    SILVER VALLEY TRUST:
11    FOR:
12    Trustee and Benefit Payments                                        $1,158,700
13    FROM:
14    Natural Restoration Fund                                            $1,158,700

15        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
16    declared to exist, this act shall be in full force and effect on and after its
17    passage and approval.

Statement of Purpose / Fiscal Impact



                                         STATEMENT OF PURPOSE

                                                 H 502

This is a supplemental appropriation to the Division of Financial Management, Silver Valley Trust
Program.  This will provide for additional contracts to clean up mine tailings on some of the
tributary streams in the Silver Valley.  The major project contracts in this appropriation include:
Frisco  $900,000; Canyon Creek  $640,000; Osburn  $830,000; Milo Creek  $150,000 and Interstate Mine
$175,000.  The approval of this appropriation as a supplemental will allow the projects to commence
early this spring rather than waiting until July.

Source of funds:  Dedicated trust funds received from mining companies as the result of a court
settlement in 1986.  The funds are used as match for federal Superfund monies.
