 1                                        AN ACT
 2    RELATING TO THE IDAHO NATIONAL GUARD; AMENDING SECTION 46-314, IDAHO CODE,  TO
 3        PROVIDE  THAT  THE ADJUTANT GENERAL MAY PAY ONE HUNDRED PERCENT OF STUDENT
 4        REGISTRATION FEES OR TUITION FOR ACTIVE IDAHO NATIONAL GUARD  MEMBERS  WHO
 5        ATTEND  A  PUBLIC  INSTITUTION  OF HIGHER EDUCATION IN IDAHO, A VOCATIONAL
 6        SCHOOL, OR A COMMUNITY COLLEGE AND TO MAKE A TECHNICAL CORRECTION.

 7    Be It Enacted by the Legislature of the State of Idaho:

 8        SECTION 1.  That Section 46-314, Idaho Code, be, and the  same  is  hereby
 9    amended to read as follows:

10        46-314.  EDUCATIONAL  ENCOURAGEMENT.  The  adjutant  general  of the Idaho
11    national guard  is  authorized  to  encourage  recruitment  and  retention  of
12    nontechnician  national guardsmen by providing incentive payments as set forth
13    hereinafter. The adjutant general may authorize the payment of not  more  than
14      fifty     one hundred  percent ( 5  10
15    0%) of student registration fees  or tuition  for each semes-
16    ter for each member of the active Idaho national guard who  attends  a  n
17        public  institution of higher education in Idaho, a voca-
18    tional education school, or a  junior   community   col-
19    lege organized under the provisions of chapter 21, title 33, Idaho Code. To be
20    eligible  to receive benefits, an individual must be a member in good standing
21    of the active Idaho national guard at the  beginning  of  and  throughout  the
22    entire semester for which benefits are received.

    STATEMENT OF PURPOSE
    RS07361
    Amends Idaho Code Section 46-314 to increase to 100% the amount of registration fees
    which the Adjutant General may, with funds made available, pay at state institutions of
    higher education for active members of the Idaho National Guard. This will enhance
    recruiting and retention efforts of the Idaho National Guard.
    
    
    FISCAL IMPACT
    None, other than that funding which may be requested and approved in the military
    division budget to implement this program. Current budget request is $612,000.
