                                BY STATE AFFAIRS COMMITTEE

 1                                        AN ACT
 2    RELATING TO LOBBYIST REGISTRATION; AMENDING SECTION 67-6618,  IDAHO  CODE,  TO
 3        EXEMPT FROM REGISTRATION PERSONS WHO ARE COMPENSATED LESS THAN TWO HUNDRED
 4        FIFTY DOLLARS PER CALENDAR QUARTER.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION  1.  That  Section 67-6618, Idaho Code, be, and the same is hereby
 7    amended to read as follows:

 8        67-6618.  EXEMPTION FROM REGISTRATION. The following persons  and  activi-
 9    ties  shall  be  exempt from registration and reporting under sections 67-6617
10    and 67-6619, Idaho Code:
11        (a)  Persons who limit their lobbying  activities  to  appearances  before
12    public sessions of committees of the legislature.
13        (b)  Persons  who  are  employees  of an entity engaged in the business of
14    publishing, broadcasting or televising, while engaged  in  the  gathering  and
15    dissemination  of  news and comment thereon to the general public in the ordi-
16    nary course of business.
17        (c)  Persons who do not receive any compensation for lobbying and  persons
18    whose  compensation  for  lobbying  does not exceed  one   two
19     hundred  fifty  dollars ($ 10   25  0)
20    in  the  aggregate during any calendar quarter, including persons who lobby on
21    behalf of their employer or employers, and the  lobbying  activity  represents
22    less  than  the  equivalent of  one   two  hundred 
23    fifty  dollars ($ 10  25 0) of the employee's time
24    per calendar year quarter, based on an hourly  proration  of  said  employee's
25    compensation.
26        (d)  Elected  state officers and state executive officers appointed by the
27    governor subject to confirmation by the senate; elected officials of political
28    subdivisions of the state of Idaho, acting in their official capacity.
29        (e)  A person who represents a bona fide church (of which he is a  member)
30    solely  for  the  purpose  of  protecting the constitutional right to the free
31    exercise of religion.
32        (f)  (1)  Employees of a corporation, if such corporation:
33        (a)  Has registered as a lobbyist pursuant to chapter 66, title 67,  Idaho
34        Code, and
35        (b)  Has designated one or more of its employees as its official lobbyist,
36        and
37        (c)  The  person so designated by the corporation has also registered as a
38        lobbyist.
39        (2)  The corporation and the lobbyist designated pursuant to this  subsec-
40    tion  shall fully and accurately report all expenditures made by employees who
41    are exempt hereunder, in the manner and  at  the  times  required  by  section
42    67-6618,  Idaho  Code, and, in addition thereto, shall report the names of all
43    employees who make or authorize expenditures in the  aggregate  sum  of  fifty

 1    dollars  ($50.00)  or more during any calendar year on behalf of the corporate
 2    lobbying activities.

    This legislation exempts lobbyists that are compensated 
    less than $250 per calendar year from registering as a 
    lobbyist.
