                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE DEPARTMENT OF FISH AND GAME FOR FISCAL YEAR  1999;
 3        AND AUTHORIZING ADDITIONAL FULL-TIME POSITIONS.

 4    Be It Enacted by the Legislature of the State of Idaho:

 5        SECTION  1.  There  is  hereby  appropriated to the Department of Fish and
 6    Game the following amounts to be expended for the designated programs  accord-
 7    ing  to  the  designated standard classifications from the listed fund for the
 8    period July 1, 1998, through June 30, 1999:

21        SECTION 2.  In addition to the full-time  positions  authorized  in  House
22    Bill  No.  778,  Second Regular Session of the Fifty-fourth Idaho Legislature,
23    there is hereby authorized an additional four (4) full-time positions for  the
24    Department  of  Fish  and  Game  for the period July 1, 1998, through June 30,
25    1999.

Statement of Purpose / Fiscal Impact


    





                       STATEMENT OF PURPOSE
    
                              RS08204
    
    This bill provides spending authority for the $1.4 million in fish and game revenues 
    raised by increasing tag fees as authorized by HB 629.
    
                           FISCAL IMPACT
    
    Enforcement Technicians: $345,000 and four FTP This money would be used to restore four 
    enforcement technicians who would be strategically placed to assist the enforcement officers 
    with some of the less critical tasks such as assisting with depredation, injured wildlife 
    responsibilities, and limited wrong class license investigations. These positions would free up 
    our enforcement officers to be able to spend more time on their main task of enforcing Fish & 
    Game rules and regulations.
    
    
    The backcountry patrol: $75,000 This would provide funds to restore backcountry 
    patrol dollars lost due to BPA cut backs.
    
    
    Restore Deer and Elk monitoring: $244,000 (includes seasonal help) Temporary wildlife 
    technicians would be assigned to assist with big game surveys, check stations, data 
    analysis, trapping/monitoring, winterfeeding/depredation, and herd compositions.
    
    
    Aerial surveys: $329 400
    
    
    Provides an additional 775 hours of aerial survey time which is up from the current level
    of 625 hours. These costs are based on a $425 per hour flying costs (includes OAS, per
    diem, insurance, etc.). This would allow F & G to do an additional 655 hours of aerial
    surveys on elk, and an additional 120 hours of aerial surveys on deer.
    
    Hunter report card: $287,800
    The bulk of these costs relate to the cost of the contractor collecting and compiling the
    information from the report cards into an electronic format for the Department. The
    balance of the costs are basically the costs to produce and distribute the report cars and
    the mailing costs incurred on the warnings sent to those who have not complied.
    
    
    Telephone survey: $118,200 These costs represent the restoration of the department's 
    telephone survey budget that had to be cut during FY 97.
