HCR036|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 36 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF PUBLIC SCHOOL 4 EXITING STANDARDS AND MAKE RECOMMENDATIONS. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the Constitution of the State of Idaho, Section 1, Article IX, 7 charges the legislature with the duty to establish and maintain a general, 8 uniform and thorough system of public free common schools; and 9 WHEREAS, the legislature has in part defined thoroughness in the public 10 school system to include the teaching of skills to communicate effectively, 11 and a basic curriculum necessary to enter academic or vocational postsecondary 12 educational programs; and 13 WHEREAS, the legislature believes that establishment of strong academic 14 exiting standards is part of its constitutional responsibility in the mainte- 15 nance of a uniform and thorough system of public common schools; and 16 WHEREAS, the legislature believes that the state of Idaho should establish 17 minimum exiting standards for grades 1 through 12 in our public schools, and 18 allow local school boards to create curriculum programs and guides to properly 19 prepare students to meet or exceed those standards. 20 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 21 sion of the Fifty-fourth Idaho Legislature, the House of Representatives and 22 the Senate concurring therein, that the Legislative Council is authorized to 23 appoint a committee to undertake and complete a study of available public 24 school information from the more than thirty states which have adopted exiting 25 standards, with the goal of creating strong minimum academic standards, grades 26 1 through 12, for presentation and adoption at the next legislative session. 27 The proposed standards should allow for local school board adoption of curric- 28 ulum and guides that create a foundation and means of accomplishment for the 29 new standards. The Legislative Council shall determine the number of legisla- 30 tors and membership from each house appointed to the committee and shall 31 authorize the committee to receive input, advice and assistance from inter- 32 ested and affected parties who are not members of the legislature. 33 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 34 appointed by the cochairs of the committee who are appointed by the Legisla- 35 tive Council. Nonlegislative members of the advisory committee shall not be 36 reimbursed from legislative funds for per diem, mileage or other expenses and 37 shall not have voting privileges regarding the committee's recommendations and 38 proposed legislation. 39 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 40 ommendations and proposed legislation to the First Regular Session of the 41 Fifty-fifth Idaho Legislature.
STATEMENT OF PURPOSE RS 07960 This resolution would authorize the Legislative Council to appoint an interim study committee to undertake, complete a study, and make recommendations on exiting standards for public schools grades 1 through 12. FISCAL NOTE If this resolution is adopted by the Legislature and the committee is appointed by the Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for Legislative Services Office.
