HCR041|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 41 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE IMPORTANCE OF A THOROUGH 3 KNOWLEDGE OF THE PRINCIPLES OF AMERICANISM INCORPORATED IN THE DECLARATION 4 OF INDEPENDENCE, THE CONSTITUTION OF THE UNITED STATES AND THE BILL OF 5 RIGHTS, AND URGING AUTHORITIES TO DEVELOP APPROPRIATE PROGRAMS, MATERIALS 6 AND INFORMATION. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, citizens of the state of Idaho have demonstrated through the 9 years that they cherish their rights and respect their obligations as citizens 10 of the United States; and 11 WHEREAS, the unique written documents of America, the Declaration of Inde- 12 pendence, the Constitution of the United States, and the Bill of Rights, state 13 the fundamental principles of our heritage; and 14 WHEREAS, Idaho has adopted statutes directing that instruction in the con- 15 tent of the Constitution and the appropriate display of the American flag 16 shall be given in all elementary and secondary schools; and 17 WHEREAS, September 17, the anniversary of the signing of the Constitution, 18 has been designated as Constitutional Commemorative Day and the day is to 19 include suitable recognition and study of the Constitution; and 20 WHEREAS, the Superintendent of Public Instruction, the State Board of Edu- 21 cation and the Boards of Education of the School Districts of Idaho are 22 directed by law to develop materials and programs to provide appropriate 23 instruction in the rights, duties and responsibilities of an American citizen. 24 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 25 sion of the Fifty-fourth Idaho Legislature, the House of Representatives and 26 the Senate concurring therein, that we reassert the importance of thorough 27 study and understanding of the documents which embody the essentials of Ameri- 28 canism. We commend to the appropriate authorities their duties to develop the 29 programs, materials and information which will lead the students of the state 30 of Idaho to a fuller understanding of their American heritage. We know that if 31 students fully appreciate the Declaration of Independence, the Constitution of 32 the United States and the Bill of Rights, the future of America and the state 33 of Idaho will be assured.
STATEMENT OF PURPOSE RS 07953 This concurrent resolution reasserts the importance of studying the Declaration of Independence, the Constitution of the United States,the Bill of Rights, and the principles contained therein.
