STATEMENT OF PURPOSE RS07495 This bill is one of a series of bills that the Justices of the Supreme Court transmitted to the Governor in their annual "defects in the laws" report under Art. 5, Sec. 25 of the Idaho Constitution. Idaho Code ยง32-717A provides that "notwithstanding any other provisions of law" a noncustodial parent shall have access to a child's medical, dental, health, and school records. This language allows a noncustodial parent who has committed spousal abuse to learn the location of the other spouse simply by having access to the child's school or medical records. This bill amends this statute by providing that the miner child's address shall be deleted from these records if requested in writing by the custodial parent. FISCAL NOTE This bill will not have an impact on state or local funds.
