S1479|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1479 BY HEALTH AND WELFARE COMMITTEE 1 AN ACT 2 RELATING TO EMERGENCY AIR MEDICAL SERVICES; AMENDING SECTION 39-144, IDAHO 3 CODE, TO PROVIDE THAT FOR THE PURPOSES OF IDENTIFYING THE CLOSEST APPRO- 4 PRIATE TRANSPORTATION RESOURCE AND ENSURING AIR MEDICAL CREW SAFETY, ALL 5 REQUESTS FOR AIR MEDICAL SERVICE SHALL BE COORDINATED THROUGH THE STATE 6 EMERGENCY MEDICAL COMMUNICATIONS CENTER. 7 Be It Enacted by the Legislature of the State of Idaho: 8 SECTION 1. That Section 39-144, Idaho Code, be, and the same is hereby 9 amended to read as follows: 10 39-144. AMBULANCE MINIMUM STANDARDS. Each ambulance service and non- 11 transport service shall be licensed by the department and shall meet the fol- 12 lowing standards: 13 (1) Ambulance vehicles -- Each new ambulance vehicle purchased after the 14 effective date of these standards shall conform to the ambulance vehicle spec- 15 ifications for that type established by the board of health and welfare. The 16 patient compartment of each ambulance vehicle shall be maintained in a clean 17 and sanitary condition. 18 (2) Ambulance equipment -- Each ambulance shall be equipped with the 19 patient care items deemed essential for that type of ambulance by the board of 20 health and welfare. 21 (3) Ambulance personnel -- There shall be at least two (2) ambulance crew 22 members on each patient transport, with the crew member delivering patient 23 care being, at a minimum, a state certified emergency medical technician 24 (EMT), except that with the patient's and the patient's physician's permis- 25 sion, an EMT attendant shall not be required on routine, nonemergency transfer 26 calls. 27 (4) Ambulance dispatch -- Each ambulance service shall have a twenty-four 28 (24) hour dispatch arrangement and shall respond to calls on a twenty-four 29 (24) hour basis. 30 (5) Ambulance inspections and licensing -- The department of health and 31 welfare, EMS bureau, shall conduct inspections at least annually related to 32 ambulance service licensing or shall contract to have the inspections carried 33 out. Each ambulance and non-transport vehicle shall have a current state 34 license in order to operate. 35 (6) Ambulance minimum standards waiver -- The controlling authority pro- 36 viding ambulance services may petition the board of health and welfare for 37 waiver of the ambulance standards of this act, if compliance with these stan- 38 dards would cause undue hardship on the community being served, or would 39 result in abandonment of ambulance services. 40 (7) All ambulances in service on the effective date of this act are 41 accorded "grandfather rights," and are therefore exempt from the ambulance 42 vehicle specifications established by the board of health and welfare, whether 43 or not such ambulances continue under the control of the same authority. 2 1 (8) For the purposes of identifying the closest appropriate trans- 2 portation resource and ensuring air medical crew safety, all requests for air 3 medical service shall be coordinated through the state emergency medical com- 4 munications center.
STATEMENT OF PURPOSE RS 08024C2 The purpose of this legislation is to clarify that the coordination of air medical services shall be through the state emergency center. This is important in order to insure that the closest appropriate air transportation resource will be identified and used in the most effective and safe manner possible. This coordination is also critical in order to ensure air medical crew safety.
