                                   SENATE BILL NO. 1512

 1                                        AN ACT
 2    RELATING TO THE SALARIES OF STATE ELECTIVE OFFICERS; AMENDING SECTION  59-501,
 3        IDAHO CODE, TO ADJUST SALARIES OF THE STATE ELECTIVE OFFICERS FOR THE TERM
 4        COMMENCING IN JANUARY OF 1999 AND TO PROVIDE CORRECT TERMINOLOGY; AND PRO-
 5        VIDING AN EFFECTIVE DATE.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  That  Section  59-501, Idaho Code, be, and the same is hereby
 8    amended to read as follows:

 9        59-501.  SALARIES OF STATE ELECTIVE OFFICERS -- REGULAR PAYMENT -- TRAVEL-
10    ING EXPENSES -- FEES PROPERTY OF STATE.  The  governor,  lieutenant  governor,
11    secretary  of  state,  state controller, state treasurer, attorney general and
12    superintendent of  public  instruction  shall,  during  their  continuance  in
13    office,  and commencing on the first Monday in January, 199 1 
14    9  receive for their services compensation as follows:
15        Governor, $ 85,000  103,000  per annum;
16        Lieutenant governor, $ 22,500  26,550  per annum;
17        Secretary of state, $ 67,500  81,000  per annum;
18        State controller, $ 67,500  81,000  per annum;  said
19    salary  to  be  audited by the legislative  council   services
20    office ;
21        Attorney general, $ 75,000  95,000  per annum;
22        State treasurer, $ 67,500  81,000  per annum; and
23        State superintendent of  public  instruction,  $  67,500  
24    81,000  per annum.
25        Such  compensation  shall be paid on regular pay periods as due out of the
26    state treasury, and shall be in full for all services by said officers respec-
27    tively rendered in any official capacity or employment whatever  during  their
28    respective  terms  of office; but no increase of compensation shall affect the
29    salaries of such officers during their present terms of office; provided, how-
30    ever, that the actual and necessary expenses of the governor, lieutenant  gov-
31    ernor,  secretary  of  state,  attorney general, state controller, state trea-
32    surer, and superintendent of public instruction  while  traveling  within  the
33    state,  or  between  points  within  the state, in the performance of official
34    duties, shall be allowed and paid by the state; not  however,  exceeding  such
35    sum as shall be appropriated for such purpose.
36        Actual  and necessary subsistence expenses of the governor while traveling
37    in connection with the performance of official  duties  are  hereby  expressly
38    exempted  from  the  provisions  of  sections 67-2007 and 67-2008, Idaho Code.
39    (Standard Travel Pay and Allowance Act of 1949).
40        No officer named in this section shall receive, for the performance of any
41    official duty any fee for his own use, but all fees fixed by law for the  per-
42    formance  by  either  of  them,  of  any  official duty, shall be collected in
43    advance and deposited with the state treasurer to the credit of the state.

 1        SECTION 2.  This act shall be in full force and effect on  and  after  the
 2    first Monday in January, 1999.

Statement of Purpose / Fiscal Impact


    





                            STATEMENT OF PURPOSE
                                  RS08120
    
    The purpose of this legislation is to provide statewide elected officials an increase in 
    compensation which can only be done prior to their term in  office beginning in 1999.
    
                                FISCAL NOTE
    
    The total cost to the General Fund in fiscal year 1999 will be $56,988. This is the cost of the new salary 
    levels from January 4th through June 30th, 1999, which is the end of fiscal year 1999. The General Fund 
    fiscal impact in fiscal year 2000 will be an additional $59,863. This annualizes the salary costs over the full 
    fiscal year.
