                           SENATE CONCURRENT RESOLUTION NO. 126

                                  BY EDUCATION COMMITTEE

 1                               A CONCURRENT RESOLUTION
 2    RECOGNIZING ACCOMPLISHMENTS AND NEEDS FOR ADULT LITERACY PROGRAMS AND  DECLAR-
 3        ING  NOVEMBER  1998  TO  BE  IDAHO LITERACY MONTH WITH THE THEME "LITERACY
 4        MAKES A WORLD OF DIFFERENCE."

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS, "literacy in the 90's" means having a broad range of skills  that
 7    include  reading,  writing, and speaking in English, math, and critical think-
 8    ing; and
 9        WHEREAS, for businesses, literacy also includes such workplace  basics  as
10    using  computers,  working  on  teams,  and  making  decisions  and a literate
11    workforce is essential to the local, state, and national economy  and  affects
12    economic competitiveness in a global market; and
13        WHEREAS, technology is rapidly advancing in our society and increased lit-
14    eracy  skills  empower individuals to meet the increased demands of daily life
15    accordingly; and
16        WHEREAS, learning  does  not  end  with  formal  education  but  continues
17    throughout life as individuals acquire new knowledge and skills; and
18        WHEREAS, literacy empowers parents in their role as their children's first
19    teacher,  preparing  their  children to be ready to learn upon entering school
20    and helping their children to succeed once in school; and
21        WHEREAS, English as a second language programs empower non-English  speak-
22    ing  adults  to  be successful in society and at work and to contribute to the
23    success of their children at home through language development and to partici-
24    pate in their children's education; and
25        WHEREAS, literacy empowers Idaho citizens by enabling them to exercise the
26    rights and responsibilities of citizenship; and
27        WHEREAS, studies such as the 1992 National  Adult  Literacy  Survey,  show
28    twenty  percent  of  Idaho's  adult population lack some of the basic literacy
29    skills needed to take full advantage of their lifelong learning opportunities,
30    and approximately 140,000 Idaho adults, according to the 1990 census  figures,
31    do not have a high school diploma or a GED; and
32        WHEREAS, statewide 10,000 to 13,000 adults enroll in adult basic education
33    programs each year; and
34        WHEREAS,  dedicated  volunteers  provide  tutoring to adults through Adult
35    Basic Education programs,  a  variety  of  community-based  organizations  and
36    libraries; and
37        WHEREAS,  the  state of Idaho invests in the Adult Basic Education program
38    administered by the State Department of Education and services  are  delivered
39    through  partnerships with four postsecondary technical institutes, two commu-
40    nity colleges, the Idaho Migrant Council, correctional facilities, and a vari-
41    ety of institutions, agencies and private industry; and
42        WHEREAS, support through public/private partnerships is critical in  order
43    to provide high quality training, materials and technology to staff and volun-
44    teers in Idaho's literacy programs.

 1        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 2    sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre-
 3    sentatives concurring therein, that November 1998 be declared "Idaho  Literacy
 4    Month"  for  the  purpose  of focusing public awareness on empowering Idahoans
 5    through increased literacy skills with the theme "Literacy Makes  a  World  of
 6    Difference."
