SCR128|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 128 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND DEVELOP A RECOMMENDED POLICY AGENDA 4 FOR THE FUTURE OF OUR PUBLIC SCHOOLS. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the state of Idaho places its highest priority on the education 7 of our children and the success of our public schools; and 8 WHEREAS, annually the largest single state appropriation is for Idaho's 9 public schools; and 10 WHEREAS, Idaho's schools have consistently provided solid, quality educa- 11 tional opportunities for our state's students; and 12 WHEREAS, the proximity of a new century and millennium provides an oppor- 13 tunity to prepare for the changing educational challenges before our state; 14 and 15 WHEREAS, student success will be defined in compellingly different ways as 16 our world continues to evolve from the industrial age into the information 17 age; and 18 WHEREAS, a number of excellent Idaho efforts are underway designed to pro- 19 vide our schools with new insights and direction, including the Idaho Council 20 on Technology and Learning's statewide focus on educational technology, the 21 emerging emphasis on teacher preparation programs and professional development 22 for practicing educators, the efforts of the Governor's Workforce Council to 23 improve and coordinate school and community partnerships, and the continuing 24 study of the legislature's committee on early student reading success, among 25 others; and 26 WHEREAS, the legislature believes there is a need for a common agreement 27 to be developed regarding the future of our state's public schools; and 28 WHEREAS, the state of Idaho desires its public schools to be second to 29 none in the nation. 30 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 31 sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre- 32 sentatives concurring therein, that the Legislative Council is authorized to 33 appoint an interim legislative committee charged with developing a recommended 34 policy agenda for the future of our public schools, with special emphasis on: 35 A. Creating strong academic standards and appropriate accountability mea- 36 sures for Idaho students, grades 1 through 12; 37 B. Providing quality early childhood education to ensure students are 38 prepared to learn upon entering school; 39 C. Assuring necessary classroom support for successful teaching and 40 learning; 41 D. Facilitating local control through effective community, parental, and 42 educator involvement; 43 E. Preparing, attracting, and retaining talented educators who meet high 44 professional standards; 2 1 F. Ensuring an effective statewide structure and organization of educa- 2 tional leadership, including coordinating and integrating currently 3 fragmented efforts at school change; and 4 G. Creating a process to continually assess the needs of our communities 5 as they relate to the knowledge and skills which will be required of 6 Idaho's students. 7 BE IT FURTHER RESOLVED that: 8 A. A nonlegislative advisory task force may be created by the committee 9 to assist in conducting research, reviewing the successes already achieved 10 in other states, and identifying expert resources for the committee; 11 B. Such an advisory task force will include citizens with an interest 12 and/or expertise in public education; 13 C. Such an advisory task force will be composed, at a minimum, of repre- 14 sentatives of the State Board of Education, the State Department of Educa- 15 tion, K-12 public schools, higher education, parents, early childhood edu- 16 cation, agricultural and other resource industries, technology enter- 17 prises, and other businesses; 18 D. Members of such an advisory task force will not be reimbursed from 19 legislative funds for per diem, mileage, or other expenses and shall not 20 have voting privileges regarding the committee's recommendations and pro- 21 posed legislation. 22 BE IT FURTHER RESOLVED that the committee will deliver a report and recom- 23 mendations no later than January 15, 1999, to the First Regular Session of the 24 Fifty-fifth Idaho Legislature, the State Board of Education, the Governor, and 25 the citizens of the state of Idaho.
