SCR136|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 136 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE STATUS OF MAPPING PROCE- 3 DURES RELATED TO PUBLIC HIGHWAYS, PUBLIC STREETS AND PUBLIC RIGHTS-OF-WAY 4 AND REQUESTING THE LOCAL HIGHWAY TECHNICAL ASSISTANCE COUNCIL TO REVIEW 5 AND REPORT ON THE PROCEDURES. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, there are thousands of miles of public highways, public streets 8 and public rights-of-way in the state of Idaho under the jurisdiction of the 9 U.S. Forest Service, U.S. Bureau of Land Management, Idaho Transportation 10 Department, Idaho Department of Lands, Idaho Department of Fish and Game, 11 Idaho Parks and Recreation Department, counties of Idaho, Idaho highway dis- 12 tricts, and cities of Idaho; and 13 WHEREAS, there are thousands of miles of privately owned and maintained 14 roads in the state; and 15 WHEREAS, there are statutory requirements for counties and highway dis- 16 tricts to prepare a map of their respective jurisdictions; and 17 WHEREAS, there are statutory requirements for the director of the Idaho 18 Transportation Department to certify the miles of improved roads within each 19 of the county and highway district's highway systems; and 20 WHEREAS, functional classification of local roads in Idaho is required by 21 the Federal Highway Administrator; and 22 WHEREAS, inventory of the federal highway system of local roads is 23 required by the Federal Highway Administrator for inclusion in the nationwide 24 system of highway performance; and 25 WHEREAS, the local land use planning act requires the cities and counties, 26 in coordination with the highway districts to prepare a transportation element 27 of all required comprehensive plans; and 28 WHEREAS, the Idaho Transportation Department has a program for the inspec- 29 tion and mapping of county and highway district highways; and 30 WHEREAS, the Idaho Transportation Board has adopted a rule which provides 31 that highways that are gated will not be classified as an "improved road"; and 32 WHEREAS, a portion of the county and highway district funds for the High- 33 way Distribution Account are determined by the number of miles of improved 34 roads in their respective jurisdictions; and 35 WHEREAS, there are many miles of improved roads being maintained by coun- 36 ties and highway districts that access or pass through lands under the juris- 37 diction of federal government agencies and Idaho state departments; and 38 WHEREAS, there is an apparent need for uniform county, city, and highway 39 district maps detailing all public highways, public streets, public rights-of- 40 way, R.S. 2477 roads and all private roads in each county; and 41 WHEREAS, there is also a great need for such maps to benefit the emergency 42 service agencies, both life safety and law enforcement, of the state of Idaho; 43 and 44 WHEREAS, the Idaho Legislature has authorized the formation and funding of 2 1 the Local Highway Technical Assistance Council consisting of nine members, 2 equally representing counties, cities and highway districts. 3 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 4 sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre- 5 sentatives concurring therein, that the Local Highway Technical Assistance 6 Council is requested to review the overall process for the development, accu- 7 racy, completeness, reproduction and distribution of highway maps in coordina- 8 tion with the Idaho Transportation Department, Department of Lands, Department 9 of Fish and Game, and Department of Parks and Recreation. 10 BE IT FURTHER RESOLVED that the Local Highway Technical Assistance Council 11 is requested to present its findings, with conclusions and recommendations to 12 the Senate and House Transportation Committees at the First Regular Session of 13 the Fifty-fifth Idaho Legislature.
STATEMENT OF PURPOSE RS 08169 The purpose of this legislation is to request that the Local Highway Technical Assistance Council (LHTAC) review the process for development, accuracy, completeness, reproduction and distribution of highway maps and to request that LHTAC present its findings, conclusions and recommendations to the Transportation Committees at the next legislative session.
