                           SENATE CONCURRENT RESOLUTION NO. 137

 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE CONCERNING SAVINGS TO  LOCAL  SCHOOL  DIS-
 3        TRICTS FROM PUBLIC EMPLOYEE RATE REDUCTION, AND REQUESTING APPROPRIATE USE
 4        OF THE FUNDS.

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS,  the legislature is aware that the reduction of the employer con-
 7    tribution rate for the Public Employee Retirement System of Idaho will  result
 8    in  a financial windfall of more than $6,000,000 to the local school districts
 9    in the current year; and
10        WHEREAS, the legislature is aware  that  enrollment  increases  less  than
11    originally  estimated  may  also  result  in a financial windfall to the local
12    school districts; and
13        WHEREAS, the legislature is in  support  of  the  local  school  districts
14    receiving the additional state financial support; and
15        WHEREAS,  it  is  acknowledged that local school districts' facilities are
16    recognized as an area of need in addition to other areas such as  books,  sup-
17    plies, computers and related equipment.
18        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
19    sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre-
20    sentatives concurring therein,  that  for  the  1997-98  school  year,  it  is
21    requested  that the savings from the Public Employee Retirement System contri-
22    bution rate reduction and any other amount distributed  to  the  local  school
23    districts  over  and  above the originally estimated state distribution factor
24    per support unit of $2,794.43 be considered one-time funds  and  expended  for
25    any  of  the  purposes for which bonds may be issued, as authorized in Section
26    33-1102, Idaho Code, or books, supplies, computers and related equipment.

                         STATEMENT OF PURPOSE

    This resolution enables the Legislature acknowledge that because of the retirement rate reduction, 
    the public schools will receive more discretionary money than originally projected. It allows the 
    Legislature to state its supports for the local school districts receiving a windfall payment at the 
    end of the current fiscal year and also requests that the additional funds be used for the addition 
    to or remodeling of any existing building or furnishing and equipping any building (Section 
    33-1102, Idaho Code) as well as for books, supplies, computers and related equipment. The 
    additional funds are to be considered as one-time funds.
    
                              FISCAL NOTE
    
    None. The funds addressed by this legislation were appropriated to the public schools by the 
    1997 Legislature.
