SJM105|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE JOINT MEMORIAL NO. 105 BY RESOURCES AND ENVIRONMENT COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO 4 IN THE CONGRESS OF THE UNITED STATES, TO THE U.S. ARMY CORPS OF ENGINEERS, 5 AND TO THE BONNEVILLE POWER ADMINISTRATION. 6 We, your Memorialists, the Senate and the House of Representatives of the 7 State of Idaho assembled in the Second Regular Session of the Fifty-fourth 8 Idaho Legislature, do hereby respectfully represent that: 9 WHEREAS, no single issue in recent times has been given more extensive 10 study and debate than the future of the salmon in the Snake and Columbia river 11 systems; and 12 WHEREAS, the U.S. Army Corps of Engineers and the Bonneville Power Admin- 13 istration are now in the position of urging that the practice of spilling to 14 aid the juvenile steelhead to make the migration be discontinued in favor of 15 increased barging; and 16 WHEREAS, focusing on barging to the exclusion of all other alternatives is 17 seen by most experts as an unnecessary risk with the very real potential that 18 the entire program will fail; and 19 WHEREAS, there is no apparent reason to abandon the present programs in 20 favor of barging; and 21 WHEREAS, a program of spilling to aid the fish in the years when that is 22 possible and barging in concert with the spill program helps to spread the 23 risks to the annual migration and preserve the fish run; and 24 WHEREAS, residents of the state of Idaho are genuinely concerned about the 25 future of the salmon fish run and must take an active role participating in 26 the decisions which affect the future of all Idaho residents. 27 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 28 sion of the Fifty-fourth Idaho Legislature, the Senate and the House of Repre- 29 sentatives concurring therein, that we urge the U.S. Army Corps of Engineers 30 and the Bonneville Power Administration to reassess the most recent program 31 recommendations and retain a policy of spreading the risks to assure perpetua- 32 tion of the salmon fish run in the Salmon and Columbia river systems. We 33 oppose any action which would move toward dependence on the barging option to 34 the exclusion of other options. 35 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 36 hereby authorized and directed to forward a copy of this Memorial to the Pres- 37 ident of the Senate and the Speaker of the House of Representatives of Con- 38 gress, and the congressional delegation representing the State of Idaho in the 39 Congress of the United States, the U.S. Army Corps of Engineers, and the Bon- 40 neville Power Administration.
