                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF FISH AND GAME FOR  FISCAL
 3        YEAR 1999; AND DECLARING AN EMERGENCY.

 4    Be It Enacted by the Legislature of the State of Idaho:

 5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
 6    219, Laws of 1998, there is hereby appropriated to the Department of Fish  and
 7    Game  the following amounts to be expended for the designated programs accord-
 8    ing to the designated standard classifications from the listed funds  for  the
 9    period July 1, 1998, through June 30, 1999:

Statement of Purpose / Fiscal Impact



                                         STATEMENT OF PURPOSE

                                                 HB 87

This bill is a supplemental appropriation for the Department of Fish and Game and provides
spending authority for two pieces of legislation that passed last year. The supplemental for
the Wildlife program provides spending authority for the non-game funds that are generated by the new elk license plate, with the passage of SB 1397 last year. These funds will replace a portion of three biologist positions that are currently funded with federal
Pittman-Robertson funds. Now those funds can be used in support of other game related
wildlife functions.  Also included is spending authority for the new hunter education
shooting range development monies generated by the passage of HB 612 last session.  HB 612
directed that 65% of fish and game fines and forfeitures be spent on hunter and archery
education and shooting range development. Both of these statutes passed last year after the
Fish and Game budget had been completed in JFAC.
