H0176|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 176, As Amended BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO PUBLIC SCHOOL READING ASSESSMENTS; AMENDING CHAPTER 16, TITLE 33, 3 IDAHO CODE, BY THE ADDITION OF A NEW SECTION 33-1614, IDAHO CODE, TO IDEN- 4 TIFY THE IDAHO COMPREHENSIVE LITERACY PLAN AS THE SKILLS REFERENCE DOCU- 5 MENT, TO REQUIRE A READING ASSESSMENT IN GRADES SPECIFIED, TO REQUIRE 6 INTERVENTIONS TO ADDRESS NEEDS IDENTIFIED, TO GOVERN ADMINISTRATION OF THE 7 TEST, AND TO PROVIDE LEGISLATIVE INTENT. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. That Chapter 16, Title 33, Idaho Code, be, and the same is 10 hereby amended by the addition thereto of a NEW SECTION , to be 11 known and designated as Section 33-1614, Idaho Code, and to read as follows: 12 33-1614. READING ASSESSMENT. The state department of education shall be 13 responsible for administration of all assessment efforts, train assessment 14 personnel and report results. 15 (1) In continuing recognition of the critical importance of reading 16 skills, and after an appropriate phase-in time as determined by the state 17 board of education, all public school students in kindergarten and grades one 18 (1), two (2) and three (3) shall have their reading skills assessed. For pur- 19 poses of this assessment, the state board approved and research-based "Idaho 20 Comprehensive Literacy Plan" shall be the reference document. The kindergarten 21 assessment shall include reading readiness and phonological awareness. Grades 22 one (1), two (2) and three (3) shall test for fluency and accuracy of the 23 student's reading. The assessment shall be by a single statewide test speci- 24 fied by the state board of education, and the state department of education 25 shall ensure that testing shall take place not less than two (2) times per 26 year in the relevant grades. Additional assessments may be administered for 27 students in the lowest twenty-five percent (25%) of reading progress. The 28 state K-3 assessment test results shall be reviewed by school personnel for 29 the purpose of providing necessary interventions to sustain or improve the 30 students' reading skills. Results shall be maintained and compiled by the 31 state department of education and shall be reported annually to the state 32 board, legislature and governor and made available to the public in a consis- 33 tent manner, by school and by district. 34 (2) The scores of the tests and interventions recommended and implemented 35 shall be maintained in the permanent record of each student. 36 (3) The administration of the state K-3 assessments is to be done in the 37 local school districts by individuals chosen by the district other than the 38 regular classroom teacher. All those who administer the assessments shall be 39 trained by the state department of education. 40 (4) It is legislative intent that curricular materials utilized by school 41 districts for kindergarten through grade three (3) shall align with the "Idaho 42 Comprehensive Literacy Plan."

NO. 176 1 AMENDMENTS TO SECTION 1 2 On page 1 of the printed bill, in line 16, following "skills," insert: 3 "and after an appropriate phase-in time as determined by the state board of 4 education,"; in line 39, delete "all basal textbook selections in" and insert: 5 "curricular materials utilized by school"; and in line 40, following "tricts" 6 insert: "for kindergarten through grade three (3)".
STATEMENT OF PURPOSE RS 08666C2 This bill is the part of the Idaho Comprehensive Literacy Act which deals with standards and assessments. It recognizes the Idaho Comprehensive Literacy Plan, adopted in January,1999, by the Idaho State Board of Education, which sets standards for student achievement in reading grades K-3 based on the most recent research. This bill also recognizes the need for a common statewide assessment of students at least twice annually to determine those who need intervention and to measure the success of interventions. The State Department of Education will be responsible for publicizing the results of the assessments by school and district. The bill also states the legislature's intent that basal textbooks align with the Idaho Comprehensive Literacy Plan. FISCAL NOTE The Idaho Comprehensive Literacy Plan is completed and adopted by the State Board of Education, so there is no legislative fiscal impact for its creation. The Legislative Reading Committee estimates a cost of $260,000 to develop a single, statewide assessment test, to train personnel to administer and to conduct the test.
