Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                            RS 08631C1

This bill is part of Idaho's Literacy Act: Every Child's
Birthright. The primary cause of a student's difficulty in
learning to read is a lack of pre-literacy skills or understanding
the relationship between sounds in a language and the letters that
represent them (the sound/symbol relationship.) Most of these
children have had little or no experience with books or adults
reading to them, so they start out behind in learning to read.
Some catch up fast, but many do not. We would reduce the number of
children entering kindergarten without appropriate pre-literacy
skills if we could reach them at a younger age, thus reducing the
cost of intervention in the primary grades.

This bill establishes a grant to be administered by the Dept. of
Education of up to $82,000 per region for six regions for model
pre-schools targeting four-year-olds to test the effectiveness of
various methods of improving pre-literacy skills for at-risk
children. The grants will be available for up to three years. The
results will be reported annually to the legislature and Governor.

                           Fiscal Note

At a cap of $82,000 per region for six regions, the fiscal impact
will be $492,000 a year for three years.
