H0179|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 179 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO AUTHORITY OF THE STATE DEPARTMENT OF EDUCATION; AMENDING CHAPTER 3 1, TITLE 33, IDAHO CODE, BY THE ADDITION OF A NEW SECTION 33-131, IDAHO 4 CODE, TO AUTHORIZE A BEST PRACTICES DEMONSTRATION PRESCHOOL READING READI- 5 NESS INTERVENTION PROGRAM. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 1, Title 33, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION , to be 9 known and designated as Section 33-131, Idaho Code, and to read as follows: 10 33-131. BEST PRACTICES DEMONSTRATION PRESCHOOL READING READINESS INTER- 11 VENTION PROGRAM. Subject to appropriations for that purpose, the state depart- 12 ment of education shall develop a best practices demonstration preschool read- 13 ing readiness intervention program designed to test effectiveness of 14 preschool-age intervention. The demonstration program shall be structured to 15 place one (1) model preschool targeted at four (4) year old children in each 16 of the six (6) education regions for a three (3) year period, and sites shall 17 be selected based upon application of the school districts. The department 18 shall establish project criteria including, but not limited to, methods of 19 identifying the at-risk population, ability to impact reading readiness goals 20 which complement the "Idaho State Comprehensive Literacy Plan," alternative 21 intervention methodologies, cooperation with related private and public 22 children's programs, program cost-effectiveness, and a research model demon- 23 strating the program effectiveness. The program may include a component 24 designed to provide training for child-care providers and parents in develop- 25 ing preliteracy skills for at-risk children. The state department of education 26 shall report the results annually to the legislature.
STATEMENT OF PURPOSE RS 08631C1 This bill is part of Idaho's Literacy Act: Every Child's Birthright. The primary cause of a student's difficulty in learning to read is a lack of pre-literacy skills or understanding the relationship between sounds in a language and the letters that represent them (the sound/symbol relationship.) Most of these children have had little or no experience with books or adults reading to them, so they start out behind in learning to read. Some catch up fast, but many do not. We would reduce the number of children entering kindergarten without appropriate pre-literacy skills if we could reach them at a younger age, thus reducing the cost of intervention in the primary grades. This bill establishes a grant to be administered by the Dept. of Education of up to $82,000 per region for six regions for model pre-schools targeting four-year-olds to test the effectiveness of various methods of improving pre-literacy skills for at-risk children. The grants will be available for up to three years. The results will be reported annually to the legislature and Governor.
