                              HOUSE BILL NO. 258, As Amended

                                BY STATE AFFAIRS COMMITTEE

 1                                        AN ACT
 2    RELATING TO POLITICAL CAMPAIGN CONTRIBUTIONS; AMENDING CHAPTER 66,  TITLE  67,
 3        IDAHO  CODE,  BY  THE  ADDITION  OF A NEW SECTION 67-6607A, IDAHO CODE, TO
 4        REQUIRE POLITICAL TREASURERS OF MEMBERS OF THE LEGISLATURE TO REPORT  CON-
 5        TRIBUTIONS FOR CAMPAIGN PURPOSES, MADE TO THE LEGISLATOR DURING THE PERIOD
 6        OF  A  LEGISLATIVE  SESSION,  TO THE SECRETARY OF STATE  AND TO ALLOW SUCH
 7        DATA TO BE TRANSMITTED BY ELECTRONIC FACSIMILE TRANSMISSION  MACHINE;  AND
 8        DECLARING AN EMERGENCY.

 9    Be It Enacted by the Legislature of the State of Idaho:

10        SECTION  1.  That  Chapter  66,  Title 67, Idaho Code, be, and the same is
11    hereby amended by the addition thereto of a  NEW SECTION  ,  to  be
12    known and designated as Section 67-6607A, Idaho Code, and to read as follows:

13        67-6607A.  CONTRIBUTIONS  RECEIVED BY MEMBERS OF THE LEGISLATURE. Notwith-
14    standing any other reports required under this chapter,  the  political  trea-
15    surer  for each member of the legislature shall notify the secretary of state,
16    in writing, of any contribution of one hundred dollars ($100) or more received
17    by the political treasurer during the period of January 1 through sine die  of
18    the  legislative  session of each year, and during the period beginning on the
19    date a special legislative session convenes and continuing  through  the  date
20    that  special  session  adjourns. The notification shall be made within forty-
21    eight (48) hours after the receipt of such contribution and shall include  the
22    name  of the legislator, the identification of the contributor and the date of
23    receipt and amount of the contribution.   This notification shall be in  addi-
24    tion  to  the reporting of these contributions in the reports required by sec-
25    tion 67-6607, Idaho Code, and may be filed by means of an electronic facsimile
26    transmission machine.

27        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
28    declared to exist, this act shall be in full force and effect on and after its
29    passage and approval.

 1                                AMENDMENT TO SECTION 1
 2        On page 1 of the printed bill, in line 17, delete "April 15"  and  insert:
 3    "sine die of the legislative session".

                        STATEMENT OF PURPOSE

The purpose of this legislation is to require political treasurers
of members of the legislature to report within forth-eight (48)
hours,the contributions received during the period of the
legislative session.
