The State Controller shall transfer up to $119,500 from the 31 INEEL Settlement Fund to the Department of Commerce's Miscellaneous Revenue 32 Fund, as requested by the Department of Commerce. 33 SECTION 3. It is legislative intent that the Department of Commerce 34 report back to the Joint Finance-Appropriations Committee on the gains made by 35 the state of Idaho, its people, and its businesses, through the efforts of the 36 department's office in Washington, D.C. 37 SECTION 4. In accordance with Section 67-3519, Idaho Code, the Department 38 of Commerce is authorized no more than fifty-four (54) full-time equivalent 39 positions at any point during the period July 1, 1999, through June 30, 2000, 40 for the program specified in Section 1 of this act, unless specifically autho- 41 rized by the Governor. The Joint Finance-Appropriations Committee will be 2 1 notified promptly of any increased positions so authorized.

Although the department is funded as a single program, it is comprised of four divisions: Economic Development, Community Development, International Business Development, and Tourism Development. The program maintenance area of this budget includes $115,600 for Replacement Items, $300 for risk management charges, $3,800 for increased State Controller fees, $69,500 for 3% Change in Employee Compensation (CEC), and $133,500 to annualize the cost of the Governor's spaceport promotion position, and the Governor's Washington D.C. Office and position. The total cost of the annualized spaceport position in the FY 2000 budget is $119,500, which is funded from INEEL Settlement funds. The position makes $82,180/year. The annualized FY 2000 cost of the Washington D.C. Office and position is $126,300, which is funded by the General Fund. The position, which has not yet been hired, has been budgeted to make up to $76,500/year, and will work out of the Washington D.C. Office once an office space has been secured. There are two enhancements funded in this budget. The first provides $50,000 in ongoing General Fund money to contract for additional trade representation in South America and Europe. These contract representatives will help Idaho exporters with making contacts in foreign countries, setting up meetings, and represent Idaho and Idaho products at trade shows. The last enhancement provides a $668,200 increase in spending authority for the department's tourism promotion fund, which is a dedicated fund derived from the 2% lodging tax.
