HCR005|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 5 BY JUDICIARY, RULES AND ADMINISTRATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 PROVIDING FOR OFFSET PRINTING OF HOUSE AND SENATE BILLS, RESOLUTIONS, MEMO- 3 RIALS AND AMENDMENTS, AND FIXING THE PRICE FOR PRINTING THE SAME. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, the House Judiciary, Rules, and Administration Committee and the 6 Senate Judiciary and Rules Committee have, according to law, made provisions 7 for the offset printing of the House and Senate bills, resolutions, memorials 8 and amendments; 9 NOW, THEREFORE, in accordance with a written contract duly made and 10 entered into by the House Judiciary, Rules, and Administration Committee and 11 the Senate Judiciary and Rules Committee; 12 BE IT RESOLVED by the members of the First Regular Session of the 13 Fifty-fifth Idaho Legislature, the House of Representatives and the Senate 14 concurring therein, that the contract for the offset printing of the House and 15 Senate bills, resolutions, memorials, and amendments, in accordance with the 16 provisions of law and in accordance with the written contract between the 17 Joint Committee as party of the first part, and BEST IMPRESSION PRINTING, 18 Boise, Idaho, as party of the second part, be, and the same is hereby ratified 19 and concurred in, and is incorporated herein, and made a part of this resolu- 20 tion in words and figures following, to wit: 21 PRINTING AGREEMENT 22 THIS AGREEMENT, made and entered into this 11th day of January, 1999, by 23 and between the HOUSE JUDICIARY, RULES, AND ADMINISTRATION COMMITTEE and the 24 SENATE JUDICIARY AND RULES COMMITTEE of the First Regular Session of the 25 Fifty-fifth Idaho Legislature, hereinafter referred to as the Joint Committee, 26 and BEST IMPRESSION PRINTING, hereinafter referred to as Best Impression. 27 WITNESSETH: 28 That pursuant to written bids submitted to and considered by the Joint 29 Committee, a contract for legislative printing is hereby awarded to Best 30 Impression per your letter response of October 30, 1998, for the First and 31 Second Regular Sessions and any Extraordinary Sessions of the Fifty-fifth 32 Idaho Legislature upon the following additional terms and conditions: 33 1. That Best Impression will utilize an offset process from "Camera 34 Ready" copies, as these terms are used and recognized in the trade, to print 35 House and Senate Bills, Resolutions and Memorials. 36 2. That Best Impression concurrently with the execution of this contract, 37 deliver to the Joint Committee good and sufficient surety bond or other col- 38 lateral, if and when requested, in the manner and form, and with a surety 39 acceptable to the Joint Committee, in the sum of five thousand dollars 40 ($5,000), guaranteeing the satisfactory and faithful performance by Best 41 Impression of all the terms and conditions of this contract. 42 3. That Best Impression will maintain at all times a high standard of 2 1 workmanship to the end that all printing will be neat, clean, legible and with 2 adequate contrast between print and paper to be easily read. 3 4. That Best Impression will insure that all bills, resolutions and memo- 4 rials will have neat and proper underlining, strikeovers and deletions and 5 that the paper used will be properly punched and sized. 6 5. That for the purposes of this contract, all printing will be received 7 from and delivered to the presiding officer of each house or his designee. 8 6. That Best Impression will deliver all standard lot printed material 9 conforming to the above requirements by 9 a.m. the next morning after receipt 10 of copy, unless prior arrangements have been made. 11 7. Upon failure to deliver such bills in the manner and within the time 12 herein specified, this contract may be deemed terminated forthwith at the 13 option of the Joint Committee and recourse had against Best Impression's bond. 14 8. That a standard lot of printed material will be five hundred fifty 15 (550) copies or less of individual bills, resolutions or memorials at a cost 16 of sixteen dollars and fifty cents ($16.50) per printed page which shall also 17 provide for more or less copies in units of one hundred (100) at the same rate 18 per page. 19 9. That Best Impression will pick up "Camera Ready" copy at least twice 20 daily of each day that the Legislature is in session. 21 10. That Best Impression shall make copies available for sale to the pub- 22 lic at the base per page rate, provided the order for such is received prior 23 to the time the bill is printed. 24 11. That the Joint Committee reserves to itself the sole and exclusive 25 decision as to the proper fulfillment of the terms and conditions of this 26 agreement by Best Impression, and that the Joint Committee may terminate this 27 agreement upon twenty-four (24) hours notice to Best Impression, with no lia- 28 bility accruing to the Joint Committee or the State except for printing 29 already completed and delivered.
