                            HOUSE CONCURRENT RESOLUTION NO. 8

 1                               A CONCURRENT RESOLUTION
 2    RECOGNIZING THE ACTIVITIES AND FINDINGS  OF  THE  FEDERAL  LANDS  TASK  FORCE,
 3        ENDORSING  ITS REPORT TO THE STATE BOARD OF LAND COMMISSIONERS, SUPPORTING
 4        FURTHER ACTION BY THE STATE BOARD OF LAND COMMISSIONERS AND URGING  ACTION
 5        BY THE UNITED STATES CONGRESS.

 6    Be It Resolved by the Legislature of the State of Idaho:

 7        WHEREAS,  in 1996 the Idaho Legislature passed Senate Bill 1354, authoriz-
 8    ing the State Board of Land Commissioners to enter into a  joint  exercise  of
 9    powers  agreement  with the United States Forest Service regarding the manage-
10    ment of certain federal lands administered by the United  States  Forest  Ser-
11    vice; and
12        WHEREAS,  the  State Board of Land Commissioners appointed a Federal Lands
13    Task Force and charged its members with examining alternative methods of  man-
14    agement of federal lands in Idaho; and
15        WHEREAS,  beginning  in October, 1996, the Federal Lands Task Force met at
16    various locations throughout the state and received testimony from people rep-
17    resenting a wide range of interests and perspectives on the management of fed-
18    eral lands; and
19        WHEREAS, many of those appearing before the Federal Lands Task Force  were
20    federal  land  management  professionals who are deeply involved with and con-
21    cerned about the management of federal lands; and
22        WHEREAS, the current system of management  of  federal  lands  has  caused
23    instability in at least one of Idaho's major industries, and has detrimentally
24    affected other industries in the state; and
25        WHEREAS, many Idaho communities depend on the natural resources and recre-
26    ational  opportunities provided by federal lands to sustain economic stability
27    and the healthy, productive way of life to which members of those  communities
28    are accustomed; and
29        WHEREAS, the State Board of Land Commissioners and the Idaho Department of
30    Lands  have  demonstrated  their ability to efficiently, effectively, and law-
31    fully manage local public lands; and
32        WHEREAS, the Idaho Federal Lands Task Force has written and  presented  to
33    the  State Board of Land Commissioners a report recommending new approaches to
34    the management of federally administered public lands; and
35        WHEREAS, industry and labor support the concepts presented in this report.
36        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
37    of the Fifty-fifth Idaho Legislature, the House  of  Representatives  and  the
38    Senate concurring therein, that we endorse the report submitted by the Federal
39    Lands  Task  Force  to  the Idaho Board of Land Commissioners, support further
40    action by the Idaho Board of Land Commissioners on the proposals contained  in
41    the  report, and urge the 106th Congress of the United States to pass legisla-
42    tion implementing the recommendations contained in the report.

                       STATEMENT OF PURPOSE

                             RS 08630

The purpose of this legislation is to endorse the study presented
to the State Board of Land Commissioners by the Federal Lands Task
Force and to ask the 106th United States Congress to pass
legislation implementing the recommendations contained there in.
