HCR014|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 14 BY ENVIRONMENTAL AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE CONSOLIDATION 4 OF WATER QUANTITY AND WATER QUALITY PLANNING AND ADMINISTRATION. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, a study regarding the State Water Plan conducted in 1977 consid- 7 ered several options concerning the state's water resources; and 8 WHEREAS, the proposal for consolidation of water quantity and water qual- 9 ity was determined to be too vague; and 10 WHEREAS, there exists a duplication of effort and a lack of coordination 11 between the Department of Water Resources and Department of Health and Welfare 12 regarding water quality matters; and 13 WHEREAS, there is a significant potential for conflicts to occur between 14 water quantity administration and allocation and water quality programs and 15 standards. 16 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 17 of the Fifty-fifth Idaho Legislature, the House of Representatives and the 18 Senate concurring therein, that the Legislative Council is authorized to 19 appoint a Committee to undertake and complete a study of the potential consol- 20 idation of water quantity and water quality planning and administration under 21 the auspices of one entity. The Legislative Council shall determine the number 22 of legislators and membership from each house appointed to the Committee and 23 shall authorize the Committee to receive input, advice and assistance from 24 interested and affected parties who are not members of the Legislature. 25 BE IT FURTHER RESOLVED that nonlegislative members of the Committee may be 26 appointed by the cochairs of the Committee who are appointed by the Legisla- 27 tive Council. Nonlegislative members of the advisory committee shall not be 28 reimbursed from legislative funds for per diem, mileage or other expenses and 29 shall not have voting privileges regarding the Committee's recommendations or 30 proposed legislation. 31 BE IT FURTHER RESOLVED that the Committee shall make a progress report to 32 the Second Regular Session of the Fifty-fifth Idaho Legislature and shall make 33 a report detailing its findings, recommendations and proposed legislation, if 34 any, to the First Regular Session of the Fifty-sixth Idaho Legislature.
