HJM002|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 2 BY RESOURCES AND CONSERVATION COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS 3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF 4 IDAHO IN THE CONGRESS OF THE UNITED STATES. 5 We, your Memorialists, the House of Representatives and the Senate of the 6 State of Idaho assembled in the First Regular Session of the Fifty-fifth Idaho 7 Legislature, do hereby respectfully represent that: 8 WHEREAS, the Federal Land and Water Conservation Fund was created in 1965 9 to provide matching funds to encourage and assist local and state government 10 in urban and rural areas to develop parks and to ensure accessibility to local 11 outdoor recreation resources; and 12 WHEREAS, the state of Idaho has invested more than $32 million in Federal 13 Land and Water Conservation funds, which were matched by local and state 14 funds, donated labor and materials, and community force accounts, to produce 15 eighty percent of Idaho's local recreation facilities and nearly all of our 16 state parks; and 17 WHEREAS, the Federal Land and Water Conservation Fund was the primary 18 source of funding for Idaho's greenbelts, exercise trails, neighborhood parks, 19 swimming facilities, state parks, multipurpose sports fields, boating facili- 20 ties, golf courses, camping areas, equestrian arenas, fishing accesses, zoo 21 facilities, amphitheaters and scenic areas; and 22 WHEREAS, since 1980, Idaho's allocation of Federal Land and Water Conser- 23 vation Funds for grants has diminished from $1.9 million to its total elimina- 24 tion in 1995; and 25 WHEREAS, the elimination of Federal Land and Water Conservation Fund allo- 26 cations has adversely affected Idaho's outdoor recreation infrastructure, 27 greatly reduced the ability of Idaho's cities and counties to meet the needs 28 of our rapidly increasing populations, and created a backlog of upgrades, 29 renovations and repairs to outdoor recreation facilities exceeding $270 mil- 30 lion; and 31 WHEREAS, outdoor recreation provides important economic, social, personal 32 and resources benefits to the citizens of Idaho; and 33 WHEREAS, it has been determined that four out of every five Americans uti- 34 lize local and state government recreation and park services; and 35 WHEREAS, outdoor recreation reduces crime by providing positive alterna- 36 tives and experiences for Idaho's citizens; and 37 WHEREAS, the United States Congress is currently considering various bills 38 and amendments concerning stateside funding for the Federal Land and Water 39 Conservation Fund generated from Outer Continental Shelf oil royalties. 40 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 41 of the Fifty-fifth Idaho Legislature, the House of Representatives and the 42 Senate concurring therein, that the Congress of the United States is urged to 43 pass legislation reallocating funding to the states from the Federal Land and 44 Water Conservation Fund. 2 1 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 2 tives be, and she is hereby authorized and directed to forward a copy of this 3 Memorial to the President of the Senate and the Speaker of the House of Repre- 4 sentatives of Congress, and the congressional delegation representing the 5 State of Idaho in the Congress of the United States and the Honorable Dirk 6 Kempthorne, Governor of the State of Idaho.
STATEMENT OF PURPOSE RS 08538 The purpose of this Joint Memorial is to urge Congress to pass legislation currently being considered which would reallocate stateside funding for the Land and Water Conservation Fund. FISCAL NOTE There is no negative fiscal impact to the General Fund. These funds would provide matching revenues for local and state outdoor infrastructure, thereby reducing the pressure on the General Fund to meet the needs across the state. CONTACT: Rep.
