S1026|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE BILL NO. 1026 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE BOARD OF EDUCATION FOR THE IDAHO 3 EDUCATIONAL PUBLIC BROADCASTING SYSTEM FOR FISCAL YEAR 1999; AND DECLARING 4 AN EMERGENCY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation made in Section 1, Chapter 7 372, Laws of 1998, there is hereby appropriated to the State Board of Educa- 8 tion for the Idaho Educational Public Broadcasting System the following amount 9 to be expended according to the designated standard classification from the 10 listed fund for the period July 1, 1998, through June 30, 1999: 11 FOR: 12 Personnel Costs $92,500 13 FROM: 14 General Fund $92,500 15 SECTION 2. An emergency existing therefor, which emergency is hereby 16 declared to exist, this act shall be in full force and effect on and after its 17 passage and approval.
STATEMENT OF PURPOSE

This is a fiscal year 1999 supplemental appropriation for the
Idaho Educational Public Broadcasting System.

This is one of two FY 1999 supplemental appropriation bills for the
Idaho Educational Public Broadcasting System (IEPBS).
This bill appropriates personnel money for two existing but currently
unfunded positions. The positions are a digital television (DTV)
project manager ($41,500 salary & benefits) and a DTV engineer
($51,000 salary & benefits). These positions will begin coordinating
and implementing IEPBS' federally mandated transition to digital
television.
The other IEPBS supplemental appropriates a total of $89,200 in
General Fund money. That bill includes $39,200 for a mid-year rent
increase on IEPBS' primary facility in Boise, and $50,000 in one-time
funding to respond to another federal mandate to vacate a certain
channel range, from which nine IEPBS translators broadcast, and
relocate those translators elsewhere on the spectrum.
