STATE MENT OF PURPOSE RS08355 This legislation amends Sections 49-322 and 49-2444, Idaho Code, to provide for the issuance of an Identification Card, at no cost to the applicant, in exchange for cancellation of the Idaho driver's license for those individuals who are incompetent to drive for any reason provided in section 49-303 and 49-326, Idaho Code (lapses in consciousness, physical or mental disability preventing him from reasonable control over a motor vehicle, inability to understand highway signs, lack of adequate visual acuity). This waiver would be an incentive for individuals to voluntarily surrender their driver's license to the department because they would be able to acquire a no-fee identification card for cashing checks, boarding airplanes, etc. This amendment would promote customer service and enhance the safety of all users sharing the highways and streets. The applicant may renew the Identification Card at no cost as long as the driver's license remains canceled for this purpose. FISCAL IMPACT Loss of revenue based on 100 waivers annually @ $7.50: ITD $250 ($2.50 highway distribution account) County Sheriffs office statewide $500 ($5.00 current expense account) Fiscal impact on public: removing impaired or incompetent drivers will save the public the costs associated with vehicle accident damages.
