S1263|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE BILL NO. 1263 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE SELF- 3 RELIANCE PROGRAMS FOR FISCAL YEAR 2000; PROVIDING THAT THE STATE CONTROL- 4 LER SHALL MAKE TRANSFERS FROM THE GENERAL FUND; REAPPROPRIATING CERTAIN 5 UNEXPENDED AND UNENCUMBERED BALANCES OF MONEYS; AUTHORIZING THE EXPENDI- 6 TURE OF ALL RECEIPTS COLLECTED; REDIRECTING ALLOWABLE FEDERAL TEMPORARY 7 ASSISTANCE FOR NEEDY FAMILIES MONEY FOR EARLY CHILDHOOD DEVELOPMENT; 8 REDIRECTING ALLOWABLE FEDERAL TEMPORARY ASSISTANCE FOR NEEDY FAMILIES 9 MONEY FOR HEAD START; AND EXPRESSING LEGISLATIVE INTENT WITH REGARD TO NEW 10 PROGRAMS. 11 Be It Enacted by the Legislature of the State of Idaho: 12 SECTION 1. As appropriated, the State Controller shall make transfers of 32 the General Fund to the Cooperative Welfare Fund, periodically, as requested 33 by the Director of the Department of Health and Welfare and approved by the 34 Board of Examiners. 35 SECTION 3. There is hereby reappropriated to the Department of Health and 36 Welfare for the Self-Reliance Programs any unexpended and unencumbered bal- 37 ances of the Cooperative Welfare Fund, as appropriated for the Self-Reliance 38 Programs for fiscal year 1999, to be used for nonrecurring expenditures only 39 for the period July 1, 1999, through June 30, 2000. The reappropriation shall 40 be computed by the Department of Health and Welfare from available moneys. 41 SECTION 4. Notwithstanding the provisions of Section 67-3516(2), Idaho 2 1 Code, the Department of Health and Welfare for the Self-Reliance Programs is 2 hereby authorized to expend all receipts collected in the Self-Reliance Pro- 3 grams as noncognizable funds for the period July 1, 1999, through June 30, 4 2000. 5 SECTION 5. The Department of Health and Welfare is hereby directed to 6 work with the Office of the Governor, the Office of the State Board of Educa- 7 tion and others to develop programs that enhance the healthy development and 8 well-being of young children from birth to four years of age. These programs 9 should be designed within the federal statutes and regulations governing the 10 Temporary Assistance for Needy Families (TANF) Program. The department is 11 authorized to expend up to $1,500,000 in allowable federal TANF money to 12 accomplish this initiative. 13 SECTION 6. The Department of Health and Welfare, being the lead agency 14 for the Head Start-State Collaboration Project, is hereby directed to work 15 with the Idaho Head Start Association and others to explore expansion of ser- 16 vices that prepare at-risk TANF children for kindergarten within the limita- 17 tions of federal statutes and regulations. The Department is authorized to 18 expend up to $1,500,000 in allowable federal TANF money for this effort. 19 SECTION 7. The Department of Health and Welfare is hereby directed not to 20 create any new programs with savings generated through welfare reform without 21 prior approval of the Joint Finance-Appropriations Committee.

(0.8%) (5.1%) 0.0% (8.9%) (7.1%) The appropriation for the Self-Reliance programs includes the base amount plus funding for increased insurance costs and change in employee compensation (CEC). It also replaces, in part, federal administrative funds for the Food Stamp program and makes adjustments related to federal match requirements. This has resulted in the elimination of seven full-time positions related to eligibility determination in the food stamp program. Section 5 of the bill authorizes the department to expend up to $1.5 million in allowable federal TANF money to enhance the development and well-being of young children; and Section 6 authorizes the department to expend up to $1.5 million in allowable federal TANF money for Head Start.
