The appropriation for the Self-Reliance programs includes the base amount plus funding
for increased insurance costs and change in employee compensation (CEC). It also
replaces, in part, federal administrative funds for the Food Stamp program and makes
adjustments related to federal match requirements. This has resulted in the elimination
of seven full-time positions related to eligibility determination in the food stamp
program.

Section 5 of the bill authorizes the department to expend up to $1.5 million in allowable
federal TANF money to enhance the development and well-being of young children; and
Section 6 authorizes the department to expend up to $1.5 million in allowable federal
TANF money for Head Start.
