 1                                        AN ACT
 2    RELATING TO EARLY CHILDHOOD DEVELOPMENT IN THE STATE OF IDAHO;  STATING  FIND-
 3        INGS  OF THE LEGISLATURE; AUTHORIZING THE ESTABLISHMENT OF AN EARLY CHILD-
 4        HOOD DEVELOPMENT TASK FORCE; APPROPRIATING MONEYS TO  THE  OFFICE  OF  THE
 5        GOVERNOR  FOR  THE EARLY CHILDHOOD DEVELOPMENT TASK FORCE; AUTHORIZING THE
 6        ESTABLISHMENT OF A PARENTS AS TEACHERS PILOT PROGRAM; APPROPRIATING MONEYS
 7        TO THE OFFICE OF THE GOVERNOR FOR THE PARENTS AS TEACHERS  PILOT  PROGRAM;
 8        AND DECLARING AN EMERGENCY FOR SECTIONS 2 AND 3 OF THIS ACT.

 9    Be It Enacted by the Legislature of the State of Idaho:

10        SECTION  1.  LEGISLATIVE FINDINGS. 1.  The Legislature finds that the Gov-
11    ernor's interest and support of child advocacy programs in the state of  Idaho
12    is highly commendable and consistent with the highest priorities of the Legis-
13    lature.
14        2.  The  Legislature  also finds that there are numerous existing programs
15    in the state of Idaho addressing early childhood  issues  including,  but  not
16    limited  to:  federal  Head  Start  programs, the Family Advocate Program, the
17    court-appointed special advocates,  the  Idaho  Infant  and  Toddler  Program,
18    childhood  development centers, childhood immunization, and numerous sectarian
19    and privately funded programs, including existing "parents as  teachers"  pro-
20    grams funded by the Albertson Foundation throughout the state.
21        3.  The Legislature further finds that it is practical and well-advised to
22    inventory  and  evaluate  the multiple state, federal, local and private agen-
23    cies, programs and activities involved in early childhood development to iden-
24    tify their respective strengths, weaknesses and possible duplication of effort
25    of each, and to identify the most effective yet appropriate role for  a  state
26    supported  program  involved  with  parenting  and early childhood development
27    issues.

28        SECTION 2.  CREATION OF AN EXECUTIVE TASK FORCE ON EARLY CHILDHOOD  DEVEL-
29    OPMENT. The Governor is hereby authorized and encouraged to establish an Early
30    Childhood  Development  Task Force for the purpose of undertaking an immediate
31    inventory and review of existing early childhood programs and service delivery
32    in the state of Idaho, and to develop a plan that would coordinate these  ser-
33    vices  for early childhood development in the state. The number and make-up of
34    the task force shall be determined by the Governor. The results of this review
35    shall include a report of findings and recommendations to the  Second  Regular
36    Session of the Fifty-fifth Idaho Legislature.

37        SECTION  3.  There is hereby appropriated $50,000 from the General Fund to
38    the Social Services Program in the Office of the Governor for  support  of  an
39    Early  Childhood  Development  Task  Force for the purposes identified in this
40    act, from the effective date of this act through June 30, 2000.

41        SECTION 4.  ESTABLISHMENT OF A PARENTS AS TEACHERS PILOT PROGRAM. There is

 1    hereby authorized and established in the Office of the Governor a  pilot  pro-
 2    gram  based  on  the  "parents as teachers" concept focusing on the health and
 3    well-being of children from birth to four years of age. Management of the pro-
 4    gram shall be the responsibility of the Governor and may include private  ser-
 5    vice  providers  in  collaboration  with  other appropriate public and private
 6    entities. It is legislative intent that family participation in  this  program
 7    will  be  strictly  voluntary and that families not be repeatedly contacted to
 8    participate in this program. Further, the pilot program is to be based on  the
 9    premise that the parent is the child's first and most influential teacher, and
10    that  home  visits by parent educators are intended to: (a) strengthen parent-
11    child relationships; (b) encourage learning and self-reliance; and (c) promote
12    the health and hygiene of children. It is also  legislative  intent  that  the
13    program remain consistent with the Legislature's welfare reform initiatives to
14    promote individual and family self-reliance. Notwithstanding the provisions of
15    section  9-349,  Idaho  Code,  it  is  the  intent of the Legislature that any
16    records, notes, information or data on the  family  shall  be  considered  the
17    property of that family, and shall not be made available to any agency, polit-
18    ical  subdivision or any governmental institution without the written authori-
19    zation of the parent or guardian that has legal custody of the child involved.
20    The program manager shall report back to the Joint Finance-Appropriations Com-
21    mittee in the next legislative session and provide an evaluation of  the  pro-
22    gram to that point, and submit findings and recommendations regarding continu-
23    ation of the program beyond the one-year pilot program.

24        SECTION 5.  There is hereby appropriated $500,000 from the General Fund to
25    the Social Services Program in the Office of the Governor to establish a pilot
26    "parents as teachers" program as set forth in Section 4 of this act.

27        SECTION  6.  An  emergency  existing  therefor,  which emergency is hereby
28    declared to exist, Sections 2 and 3 of this act shall be  in  full  force  and
29    effect on and after its passage and approval.

Statement of Purpose / Fiscal Impact


                      STATEMENT OF PURPOSE

                            RS 09225

This bill creates a task force on early childhood development
to inventory and review the numerous existing early childhood
development programs in the State of Idaho. The bill also
establishes a one-year pilot program in the Governor's Office
modeled after the "parents as teachers" program in other
states.

Pursuant to the legislative findings in this bill it was deemed
practical and well-advised to get an inventory study underway
immediately with a $50,000 supplemental appropriation to help
ensure that all of our program resources for early childhood
development are coordinated and non-duplicative. The results of
this review will be presented to the Legislature during the
next session.

Beginning July 1, 1999 a pilot "parents as teachers" program is
established in the Governor's Office with a one-time $500,000
appropriation from the General fund. The program focuses on the
health and well-being of children from birth to four years of
age and emphasizes the importance of training parents as the
primary teacher in a child's life. Findings and recommendations
concerning the continuation of this program beyond the one-year
pilot period will be reported to the Legislature next year as
well.

                           FISCAL NOTE

This bill contains a one-time General fund appropriation of
$50,000 for thc Executive Task Force on Early Childhood
Development to inventory existing programs, and an additional
one-time General Fund appropriation of $500,000 for a one-year
Parents as Teachers pilot program in the Governor's Office.
