SCR106|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 106 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE GOVERNMENTAL 4 PROCESSES AND APPROACHES TO RESOLVING ENVIRONMENTAL PROBLEMS. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, a Committee under the name of the Joint Legislative Environmental 7 Common Sense Task Force (the Committee) has been in existence since January 8 1995, and has met since that time from eight to twenty times per year depend- 9 ing on need; and 10 WHEREAS, the Committee has consisted of six legislators appointed by leg- 11 islative leadership with broad participation from public interests, the regu- 12 lated community and federal, state and local government regulators and repre- 13 sentatives; and 14 WHEREAS, the Committee has been instrumental in influencing common sense 15 solutions in streamlining governmental processes and approaches to resolving 16 environmental problems; and 17 WHEREAS, the United States Environmental Protection Agency and the State 18 of Idaho's Division of Environmental Quality have identified the Committee as 19 the public forum to hear testimony and to seek consensus on certain agree- 20 ments. 21 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 22 of the Fifty-fifth Idaho Legislature, the Senate and the House of Representa- 23 tives concurring therein, that the Legislative Council is authorized to 24 appoint the Committee to continue its work of developing recommendations to 25 streamline governmental processes utilized to resolve environmental problems 26 and the Committee shall consist of six legislators with three from the Senate 27 and three from the House of Representatives. The Legislative Council shall 28 authorize the Committee to receive input, advice and assistance from inter- 29 ested and affected parties who are not members of the Legislature and the Leg- 30 islative Council cochairs shall approve the Committee's meetings. 31 BE IT FURTHER RESOLVED that nonlegislative members of the Committee may be 32 appointed by the cochairs of the Committee who are appointed by the Legisla- 33 tive Council. Nonlegislative members of the advisory committee shall not be 34 reimbursed from legislative funds for per diem, mileage or other expenses and 35 shall not have voting privileges regarding the Committee's recommendations or 36 proposed legislation. 37 BE IT FURTHER RESOLVED that the Committee shall make a progress report to 38 the Second Regular Session of the Fifty-fifth Idaho Legislature and shall make 39 a report detailing its findings, recommendations and proposed legislation, if 40 any, to the First Regular Session of the Fifty-sixth Idaho Legislature.
STATEMENT OF PURPOSE

This legislation authorizes legislative counsel to authorize
continuance of the Joint Environmental Common Sense Committee
through the term of the Fifty-fifth Idaho Legislature.
The Committee has been instrumental in influencing several common
sense solutions to difficult, ineffective or cumbersome government
processes. Recently the EPA and DEQ identified the Committee as the
most suitable public forum to hear debate and seek consensus on
certain inter-agency agreements.
This legislation provides legislative authority to these important
tasks.
