                              SENATE JOINT MEMORIAL NO. 104

                             BY JUDICIARY AND RULES COMMITTEE

 1                                   A JOINT MEMORIAL
 2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
 3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
 4        IDAHO IN THE CONGRESS OF THE UNITED STATES.

 5        We, your Memorialists, the Senate and the House of Representatives of  the
 6    State of Idaho assembled in the First Regular Session of the Fifty-fifth Idaho
 7    Legislature, do hereby respectfully represent that:

 8        WHEREAS,  the  American  consumer purchases everything from automobiles to
 9    clothing that is labeled as to where it is manufactured; and
10        WHEREAS, meat is not currently labeled as to the country of origin; and
11        WHEREAS, H.R. 222 has been introduced in Congress and  would  provide  for
12    country  of  origin  labeling on meat and meat products and would provide that
13    whichever country the livestock is born and raised in,  its  origin  would  be
14    clearly labeled on all meat; and
15        WHEREAS,  the  concept of country of origin labeling has enjoyed good ini-
16    tial support as a recent Wirthlin Worldwide survey of  1,000  consumers  found
17    that seventy-eight percent endorse the labeling of meat and meat products; and
18        WHEREAS,  one  out  of five pieces of meat Americans consume does not come
19    from American cattle, sheep or hogs; and
20        WHEREAS, American meat producers provide quality, safe and wholesome prod-
21    ucts; and
22        WHEREAS, during the numerous E. coli scares, tainted hamburger was tracked
23    to various U.S. meatpacking plants,  but  because  foreign  meat  was  blended
24    indiscriminately  with  domestic products, there was no way to determine where
25    the tainted product came from; and
26        WHEREAS, the safety of our nation's meat supply is something that  we,  as
27    Americans, must never take for granted and all consumers should be entitled to
28    know the country of origin of the meat that they purchase; and
29        WHEREAS,  Japan and the European Union have labeling requirements and Mex-
30    ico is moving to tighten regulations governing the import of beef; and
31        WHEREAS, H.R. 222, also known as the Imported Meat Labeling Act  of  1999,
32    would  provide  consumers the right-to-know and would ensure that high quality
33    American meat is properly labeled and receives the recognition it deserves  in
34    grocery stores nationwide and would provide consumers with peace of mind.
35        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
36    of  the Fifty-fifth Idaho Legislature, the Senate and the House of Representa-
37    tives concurring therein, that we support the passage  of  the  Imported  Meat
38    Labeling Act of 1999 by the First Session of the 106th Congress.
39        BE  IT  FURTHER  RESOLVED  that the Secretary of the Senate be, and she is
40    hereby authorized and directed to forward a copy of this Memorial to the Pres-
41    ident of the Senate and the Speaker of the House of  Representatives  of  Con-
42    gress, and the congressional delegation representing the State of Idaho in the
43    Congress of the United States.
