                                SENATE RESOLUTION NO. 103

                             BY JUDICIARY AND RULES COMMITTEE

 1                                 A SENATE RESOLUTION
 2    AMENDING RULE 9 OF THE SENATE RELATING TO A CONSENT CALENDAR.

 3    Be It Resolved by the Senate of the State of Idaho:

 4        WHEREAS, the Senate deems that Rule 9 of the Senate should be amended.
 5        NOW, THEREFORE, BE IT RESOLVED by the members of the Senate, assembled  in
 6    the First Regular Session of the Fifty-fifth Idaho Legislature, that Rule 9 of
 7    the Senate be amended as follows:
 8                                        RULE 9
 9        General  Calendar. -- (A) The Secretary shall keep a list of all bills and
10    resolutions in the order in which they are reported from committee  or  other-
11    wise recommended for amendment, unless made a Special Order for any particular
12    day and hour, which list shall be called the "General Calendar."
13        Special Orders. -- (B) He shall make a list of all bills, resolutions, and
14    reports of committees and other proceedings of the Senate which have, by order
15    of the Senate, been set for consideration as a Special Order, which list shall
16    be called the "Special Order Calendar" and, unless set for another time, shall
17    be called as the first order of business at the Fourteenth Order of Business.
18        Second Reading Calendar. -- (C) He shall make a list of all bills and res-
19    olutions  which may be on second reading, entering them in order in which they
20    are placed upon their  second  reading,  unless  the  Senate  shall  otherwise
21    direct,  which list shall be called "Bills on Second Reading." The final ques-
22    tion upon the second reading of  every  bill  or  joint  resolution  shall  be
23    whether it shall be read a third time.
24        Third Reading Calendar. -- (D) He shall make a list of all bills and reso-
25    lutions  which  may  be  on third reading, entering them in the order in which
26    they are placed upon their third reading, unless the  Senate  shall  otherwise
27    direct  by  majority  vote  of the members present, which list shall be called
28    "Bills on Third Reading."
29         Consent Calendar. -- (E) There  hereby  is  established  within  the
30    third reading calendar a consent calendar. A bill may be placed on the consent
31    calendar  by  unanimous consent upon the request of any member or by unanimous
32    consent after the recommendation of the committee that reported upon the bill.
33    Once placed on the consent calendar a bill shall be removed from said calendar
34    upon the request of any individual member in the Thirteenth Order of Business.
35    If a bill is removed from the consent calendar, the bill shall remain  on  the
36    third  reading calendar and  be acted upon as other bills on the third reading
37    calendar. Bills on the consent calendar shall be acted upon at the time and in
38    the manner requested by leadership, but only upon unanimous consent. 
39        No Amendment on Reading. -- ( E    F ) No
40    amendment to the body of any bill or joint resolution shall  be  permitted  at
41    any  reading  except  to make purely typographical or clerical corrections and
42    then only on unanimous consent. Such corrections  shall  be  reported  in  the
43    Journal.
