SPEAKER Requested by: Division of Building Safety, Electrical Bureau 1 AN ACT 2 RELATING TO ELECTRICIANS' LICENSES; AMENDING SECTION 54-1013, IDAHO CODE, TO 3 PROVIDE CONTINUING EDUCATION REQUIREMENTS FOR RENEWAL OF LICENSES FOR 4 ELECTRICIANS. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 54-1013, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 54-1013. RENEWAL OF LICENSES. A license once issued under this act, 9 unless revoked or suspended as herein provided, may be renewed at any time 10 during the month of July next following its issuance on the payment of the 11 renewal fee herein specified, and proof of the continuing education 12 requirements as established by the electrical board. Aany 13 license which has expired may be revived at any time within one (1) year from 14 the first day of July next following its issuance, by payment of the revival 15 fee herein specified. Certificates of competency issued prior to July 1, 1961, 16 shall, for the purpose of this act, be considered as licenses and may be 17 renewed or revived as herein provided.
STATEMENT OF PURPOSE RS08338 Define electrician continuing education requirements in statute and make them a condition of renewal rather than grounds for suspension. Continuing education for electricians has been required since 1990 and has been a very successful and well accepted program. The procedure for those who do not comply is to suspend their license after appropriate notification. If this were simply a condition of renewal (such as the proper fee) the licensee would be able to renew upon providing proof of continuing education. The person who failed to comply would not be allowed to renew until proof of continuing education was provided rather than being subjected to license suspension. FISCAL IMPACT None.
