                                    HOUSE BILL NO. 108

                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS  TO THE OFFICE OF THE GOVERNOR FOR  THE  MILI-
 3        TARY  DIVISION  FOR  FISCAL  YEAR  1999; DIRECTING THE STATE CONTROLLER TO
 4        TRANSFER MONEYS TO THE HAZARDOUS SUBSTANCE EMERGENCY  RESPONSE  FUND;  AND
 5        DECLARING AN EMERGENCY.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
 8    137, Laws of 1998, there is hereby appropriated to the Office of the  Governor
 9    for  the Military Division, the following amount to be expended for the desig-
10    nated program according to the designated  standard  classification  from  the
11    listed fund for the period July 1, 1998, through June 30, 1999:
12    BUREAU OF HAZARDOUS MATERIALS:

16    General Fund                                                           $47,500

17        SECTION  2.  The  State  Controller  shall make a cash transfer of $47,500
18    from the General Fund to the Hazardous Substance Emergency Response  Fund,  as
19    appropriated to the Bureau of Hazardous Materials in Section 1 of this act.

20        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
21    declared to exist, this act shall be in full force and effect on and after its
22    passage and approval.

                                         STATEMENT OF PURPOSE

                                                 HB108

This bill is a fiscal year 1999 supplemental for the Military Division's Bureau of Hazardous
Materials.  The appropriation provides $47,500 from the General Fund to cover the cost of
deficiency warrants issued by the Bureau to pay for the cost of responding to nine different
hazardous material spills around Idaho.
