                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE SECRETARY OF STATE FOR FISCAL YEAR 2000;  EXPRESS-
 3        ING  LEGISLATIVE INTENT WITH RESPECT TO CERTAIN EXPENDITURES; AND LIMITING
 4        THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  There is hereby appropriated to the Secretary  of  State,  the
 7    following amounts, to be expended for the designated programs according to the
 8    designated  expense classes from the listed funds for the period July 1, 1999,
 9    through June 30, 2000:

24        SECTION 2.  It is legislative intent that an amount not to  exceed  $1,000
25    of  the  amount appropriated in Section 1 of this act, may be used at the dis-
26    cretion of the Secretary of State to assist in defraying expenses relating  to
27    or  resulting  from the discharge of the Secretary of State's official duties.
28    Such moneys shall be accounted for according to the provisions of Chapter  36,
29    Title 67, Idaho Code, and Section 67-3516, Idaho Code.

30        SECTION  3.  In accordance with Section 67-3519, Idaho Code, the Office of
31    the Secretary of State is authorized no more than  thirty-two  (32)  full-time
32    equivalent positions at any point during the period July 1, 1999, through June
33    30, 2000, for the programs specified in Section 1 of this act, unless specifi-
34    cally  authorized  by the Governor. The Joint Finance-Appropriations Committee
35    will be notified promptly of any increased positions so authorized.

Statement of Purpose / Fiscal Impact


                           STATEMENT OF PURPOSE
                                 RS 08298

This is the fiscal year 2000 appropriation for the Secretary of  State, in the amount of $2,051,800. There are three budget
enhancements: a one-time General Fund appropriation of  $50,000 to cover the costs of publishing the Idaho Blue Book, which by
Idaho Code is done every other year. This appropriation also includes one additional clerk positon in the Commercial Affairs program
to handle a significant increase in business filings; and funds necessary to upgrade the Commercial Affairs computer support system.
