 1                                        AN ACT
 2    RELATING TO PUBLICATION OR DISTRIBUTION OF POLITICAL STATEMENTS; AMENDING SEC-
 3        TION 67-6614A, IDAHO CODE, TO INCLUDE TELEPHONE  MESSAGES  AND  COMMUNICA-
 4        TIONS  IN  THE  REQUIREMENTS THAT THE SOURCE OF THE COMMUNICATION SHALL BE
 5        IDENTIFIED.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION 1.  That Section 67-6614A, Idaho Code, be, and the same is  hereby
 8    amended to read as follows:

 9        67-6614A.  PUBLICATION  OR  DISTRIBUTION OF POLITICAL STATEMENTS. Whenever
10    any person makes an expenditure for the purpose  of  financing  communications
11    expressly  advocating  the election, approval or defeat of a candidate or mea-
12    sure through any broadcasting station, newspaper, magazine, outdoor  advertis-
13    ing facility, direct mailing,  telephone message or communication, 
14    or  any other type of general public political advertising, the person respon-
15    sible for such communication shall be clearly indicated on such communication.
16     For printed material, the identification shall be printed on  the  docu-
17    ment. For broadcast media or telephone communication, the identification shall
18    be contained within the message.

The purpose of this legislation is to discourage the distribution of
negative political statements via telephone message or communication
during campaigns. This legislation extends the requirement for a clear
disclosure of the person financing the political statement that already
exists for printed and broadcast material to communication by telephone.
