H0339|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 339 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR THE COMMISSION ON AGING FOR FISCAL YEAR 2000; LIMIT- 3 ING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND EXPRESSING LEGISLA- 4 TIVE INTENT WITH REGARD TO DIRECT SERVICES AND UNIFORM EXPENSE CODES. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. There is hereby appropriated to the Office of the Governor for 7 the Commission on Aging the following amounts, to be expended according to the 8 designated expense classes from the listed funds, for the period July 1, 1999, 9 through June 30, 2000: 10 FOR 11 FOR FOR TRUSTEE AND 12 PERSONNEL OPERATING BENEFIT 13 COSTS EXPENDITURES PAYMENTS TOTAL 14 COMMISSION ON AGING: 15 FROM: 16 General 17 Fund $406,300 $105,500 $3,280,500 $3,792,300 18 Federal Grant 19 Fund 326,200 111,400 5,120,900 5,558,500 20 Miscellaneous 21 Revenue Fund 18,700 18,700 22 TOTAL $732,500 $235,600 $8,401,400 $9,369,500 23 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Commission 24 on Aging is authorized no more than thirteen and seventy-four hundredths 25 (13.74) full-time equivalent positions at any point during the period July 1, 26 1999, through June 30, 2000, for the program specified in Section 1 of this 27 act, unless specifically authorized by the Governor. The Joint Finance- 28 Appropriations Committee will be notified promptly of any increased positions 29 so authorized. 30 SECTION 3. It is the intent of the Legislature that all revenues provided 31 the Commission on Aging be spent on direct services to its clients to the max- 32 imum extent possible and hold administrative and care coordination costs 33 (uniformly defined) to a minimum. To that end, the Commission on Aging is 34 directed to utilize uniform expense codes among all area agencies that clearly 35 classify each expenditure as required under Section 67-1903, Idaho Code, and 36 report the same by area agency and total in connection with the commission's 37 year 2000 budget request hearing.

This is the fiscal year 2000 appropriation to the Office of the Governor for the
Commission on Aging in the amount of $3,792,300 in General Funds and $5,577,200 in
Non-General Funds for a total of $9,369,500.
