 1                                        AN ACT

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
 7    377,  Laws of 1998, there is hereby appropriated to the Department of Agricul-
 8    ture the following amounts to be expended for  the  Plant  Industries  Program
 9    according  to the designated standard classifications from the listed fund for
10    the period July 1, 1998, through June 30, 1999:

17        SECTION 2.  The State Controller shall make cash transfers from  the  Gen-
18    eral  Fund to the Pest Control Deficiency Fund, at the request of the Director
19    of the Department of Agriculture, not to exceed  $98,800  as  appropriated  in
20    Section 1 of this act.

21        SECTION  3.  An  emergency  existing  therefor,  which emergency is hereby
22    declared to exist, this act shall be in full force and effect on and after its
23    passage and approval.

This bill provides $98,800 additional fiscal year 1999 funding for the Department of
Agriculture for pest control.

Idaho Code 22-2108 provides that the state board of examiners may issue deficiency warrants (up
to $500,000) against the General Fund, on behalf of the Department of Agriculture, to suppress
agricultural pests on state and private lands.  The actual 1998 costs for pest survey and
eradication were $20,100 for grasshopper and Mormon cricket monitoring, $12,300 for gypsy moth
survey, $200 for Karnal bunt sampling and inspection, and $66,200 for exotic pest survey (apple
maggot, cereal leaf beetle, Japanese beetle, etc.) totaling $98,800.
