 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS TO THE  IDAHO  TRANSPORTATION  DEPARTMENT  FOR
 3        FISCAL  YEAR  1999; AUTHORIZING ADDITIONAL FULL-TIME EQUIVALENT POSITIONS;
 4        AND DECLARING AN EMERGENCY.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
 7    217,  Laws  of  1998, there is hereby appropriated to the Idaho Transportation
 8    Department the following amounts to be expended for  the  designated  programs
 9    according to the designated standard classifications from the listed funds for
10    the period July 1, 1998, through June 30, 1999:

 9        SECTION  2.  In addition to the positions authorized in Section 4, Chapter
10    217, Laws of 1998, the Idaho Transportation Department is authorized an  addi-
11    tional thirty-eight (38) full-time equivalent positions for the period July 1,
12    1998,  through  June 30, 1999, for the programs specified in Section 1 of this
13    act.

14        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
15    declared to exist, this act shall be in full force and effect on and after its
16    passage and approval.

Statement of Purpose / Fiscal Impact



                                         STATEMENT OF PURPOSE

                                                SB 1015

This RS provides $21,203,900 additional FY 1999 spending authority to the Idaho
Transportation Department.  The Transportation Equity Act for the 21st Century (TEA-21)
provides additional federal funds for the State Highway Program estimated at $19.8 million
for the remainder of state fiscal year 1999 of which $15 million is requested for contract
construction and right-of-way acquisition. Furthermore, ITD has revised estimated collections
of state funds upward by $255,500 in restricted funds and $1,109,800 in state highway funds.
This supplemental provides four months funding for 38 new positions as follows:  1
cartographer, 5 staff engineers, 5 principal transportation technicians, 10 senior
transportation technicians, 5 transportation technicians, 2 senior right-of-way agents, 2
senior environmental planners, 2 training specialists, 2 district records inspectors, and 4
technical records specialists.

Also included is $3.1 million (92.6% federal) for consulting services to analyze Y2K compliance
issues and $1.1 million (92.6% federal) to support the completion of the integrated financial
management system. Of the total, $4,516,300 is one-time.

Note:  Reappropriations represent unused spending authority granted to the Idaho Transportation
Department for disaster related repairs and carried over into the current fiscal year.
