                                   SENATE BILL NO. 1024

                        BY LOCAL GOVERNMENT AND TAXATION COMMITTEE

 1                                        AN ACT
 2    RELATING TO BUDGET HEARINGS; AMENDING CHAPTER 8, TITLE 63, IDAHO CODE, BY  THE
 3        ADDITION  OF A NEW SECTION 63-802A, IDAHO CODE, TO REQUIRE NOTIFICATION OF
 4        THE COUNTY CLERK OF THE DATE AND LOCATION OF BUDGET HEARINGS; AND  PROVID-
 5        ING AN EFFECTIVE DATE.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  That  Chapter  8,  Title  63, Idaho Code, be, and the same is
 8    hereby amended by the addition thereto of a  NEW SECTION  ,  to  be
 9    known and designated as Section 63-802A, Idaho Code, and to read as follows:

10        63-802A.  NOTICE  OF BUDGET HEARING. Not later than April 30 of each year,
11    each taxing district shall set and notify the county clerk  of  the  date  and
12    location set for the budget hearing of the district. If no budget hearing will
13    be held, the county clerk shall be so notified.

14        SECTION  2.  This act shall be in full force and effect on and after Janu-
15    ary 1, 1999.

Statement of Purpose / Fiscal Impact


                       STATEMENT OF PURPOSE

                             RS08640

The purpose of this legislation is to require taxing
districts to notify the county clerk, by no later than April
30, of their budget hearing and location.

A proposed change in the Tax Assessment Notice is
intended to provide more information to the public including
taxing districts budget hearing dates and locations. It is
necessary for all districts to determine when and where they
will be holding their budget hearing so it can be listed on
the notice.

                           FISCAL NOTE

There will be costs to the counties of approximately
$100,000 statewide for additional postage once the Tax
Assessment Notice mailer is completed. Also, there will be a
cost to the State Tax Commission of $40,000 for computer
programming and $37,000 for the costs of the new forms.
