each winter feeding advisory committee shall appoint a chairman who shall
meet with other chairmen at least annually to coordinate activities and
promote consensus on issues of common interest among the winter feeding

                             SENATE BILL NO. 1149, As Amended

                          BY RESOURCES AND ENVIRONMENT COMMITTEE

 1                                        AN ACT
 2    RELATING TO FISH AND GAME; AMENDING SECTION 36-123,  IDAHO  CODE,  TO  PROVIDE
 3        THAT  EACH  WINTER FEEDING ADVISORY COMMITTEE SHALL APPOINT A CHAIRMAN WHO
 4        SHALL MEET WITH OTHER CHAIRMEN AT LEAST ANNUALLY TO COORDINATE  ACTIVITIES
 5        AND  PROMOTE CONSENSUS ON ISSUES OF COMMON INTEREST AMONG THE WINTER FEED-
 6        ING ADVISORY COMMITTEES AND TO PROVIDE  THAT  THE  CHAIRMEN  MAY  ELECT  A
 7        LEADER FROM AMONG THE CHAIRMEN TO CALL MEETINGS AND CONDUCT AND COORDINATE
 8        ACTIVITIES OF THE GROUP.

 9    Be It Enacted by the Legislature of the State of Idaho:

10        SECTION  1.  That  Section  36-123, Idaho Code, be, and the same is hereby
11    amended to read as follows:

12        36-123.  WINTER FEEDING ADVISORY COMMITTEES. (1) A winter feeding advisory
13    committee shall be established for each district where winter feeding of ante-
14    lope, elk, and deer normally occurs. Each committee shall consist of five  (5)
15    members.  The  members  shall  be appointed and removed for cause by unanimous
16    vote of the Idaho fish and game commission.  The  regional  wildlife  councils
17    will  provide a list of appointees. It is intended that the committees reflect
18    the cross section of the major interest groups associated with each  district.
19    Each  committee  shall  meet  at  such times as appropriate, but not less fre-
20    quently than annually, on or before December 1, before the winter feeding sea-
21    son arrives, whichever is earlier.
22        (2)  The term of office of a member shall be two (2) years, except a  por-
23    tion  of the initial appointments may be for a term of one (1) year to provide
24    staggered terms. Appointments to fill vacancies shall be for  the  balance  of
25    the unexpired term. The committees shall serve without compensation.
26        (3)    Each winter feeding advisory committee established pursuant to
27    subsection (1) of this section shall appoint a chairman. The chairmen  of  the
28    committees  shall  meet at least annually to coordinate activities and promote
29    consensus on issues of common interest among the winter feeding advisory  com-
30    mittees. The chairmen may elect a leader from among the chairmen to call meet-
31    ings and conduct and coordinate activities of the group.
32        (4)   The department of fish and game shall provide staff assistance
33    and support for the committees.
34        (  4    5 )  The committees shall have the authority
35    to:
36        (a)  Act as an independent resource in each district to  give  advice  and
37        recommendations on the administration of winter feeding programs;
38        (b)  Act  as  a  liaison  between the commission, the department, interest
39        groups, and the public on winter feeding issues.

 1                                AMENDMENT TO SECTION 1
 2        On page 1 of the printed bill, delete lines 27 through 36 and insert:
 3        "(3)   Each winter feeding advisory committee established pursuant to
 4    subsection (1) of this section shall appoint a chairman. The chairmen  of  the
 5    committees  shall  meet at least annually to coordinate activities and promote
 6    consensus on issues of common interest among the winter feeding advisory  com-
 7    mittees. The chairmen may elect a leader from among the chairmen to call meet-
 8    ings and conduct and coordinate activities of the group. ".

 9                                 CORRECTION TO TITLE
10        On  page  1,  delete  lines 4 through 9 and insert: "SHALL MEET WITH OTHER
11    CHAIRMEN AT LEAST ANNUALLY TO COORDINATE ACTIVITIES AND PROMOTE  CONSENSUS  ON
12    ISSUES  OF COMMON INTEREST AMONG THE WINTER FEEDING ADVISORY COMMITTEES AND TO
13    PROVIDE THAT THE CHAIRMEN MAY ELECT A LEADER FROM AMONG THE CHAIRMEN  TO  CALL
14    MEETINGS AND CONDUCT AND COORDINATE ACTIVITIES OF THE GROUP.".

                      STATEMENT OP PURPOSE

                             RS08944

The Winter Feeding Advisory Committees have been constructive, effective
voices for advising the Department of Fish and Game on controversial issues.

However, there has been no mechanism for the various committees to discuss
and coordinate idea and policies.

This proposal provides for the appointment by each committee of a chairman
who may meet and coordinate with other chairman on a statewide basis.
