Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                              RS08953

Amends I.C. 32-403 (application for marriage license) and I.C.
73-122 (application for a professional, occupational or
recreation license) to conform to the same standards as those
for a drivers license.

The change is to accommodate a licensing application alternative
to the possession of a social security number. Legal aliens such
as children or unemployed spouses of employed immigrants or
migrant workers with credentials otherwise, cannot obtain a
professional or occupational license, even though fully
qualified. Current law requires that only a social security
number may be used on an application.

                            FISCAL NOTE

No general funds need be used to implement this change.
