SCR111|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 111 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE, ADOPTING CERTAIN RECOMMENDATIONS, AND 3 STATING SUPPORT FOR THE DEVELOPMENT OF AN IDAHO SPACEPORT. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, the growth of global space commercialization and strong demand 6 for launching satellites presents an opportunity for the development of a com- 7 mercial spaceport in Idaho which would strengthen the state's economic vital- 8 ity through increased business activity; and 9 WHEREAS, it is important to enhance the quality of life of all Idahoans by 10 promoting increased economic opportunity consistent with Idaho's heritage and 11 values; and 12 WHEREAS, Idaho could enhance world recognition and prestige for its resi- 13 dents and its institutions by being a significant participant in leading-edge 14 aerospace development; and 15 WHEREAS, it is important that Idaho coordinate activities relating to 16 space commercialization and spaceport development with entities and individu- 17 als both inside and outside Idaho; and 18 WHEREAS, a spaceport broadens opportunities to define new scientific mis- 19 sions at the INEEL relating to aerospace, telecommunications and remote 20 sensing; and 21 WHEREAS, a spaceport would support Idaho's emphasis on education, science 22 and technology and the economy; and 23 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 24 of the Fifty-fifth Idaho Legislature, the Senate and the House of Representa- 25 tives concurring therein, that: 26 1. The First Regular Session of the Fifty-fifth Idaho Legislature sup- 27 ports the development of an Idaho Spaceport. 28 2. The Idaho Office of Spaceport Development and the Idaho Department of 29 Commerce and other state agencies shall assist with the development of an 30 Idaho Spaceport located on the INEEL. 31 3. Idaho shall work cooperatively with the Department of Energy, Federal 32 Aviation Administration and other federal agencies and their contractors 33 to assist in the development of the Idaho Spaceport. 34 4. The State Board of Education, to the extent possible, will direct the 35 development of programs to support the educational needs of an Idaho 36 Spaceport. 37 5. Idaho shall encourage appropriate private ventures interested in 38 launching space vehicles from Idaho and others interested in furthering 39 space flight from Idaho to assist in the development of an Idaho 40 Spaceport.
