SCR116|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 116 BY JUDICIARY AND RULES COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF NONSALARY BENE- 4 FITS PROVIDED TO PUBLIC EMPLOYEES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the state of Idaho, cities, counties and districts of the state, 7 employ a significant labor force which engages in work to further the inter- 8 ests of the citizens of the state of Idaho; and 9 WHEREAS, in the past, important efforts have been made to assure that sal- 10 aries for state employees are competitive with those offered in the private 11 sector in order to maintain a quality work force; and 12 WHEREAS, in addition to salary, employees receive significant benefits, 13 such as health insurance and retirement benefits, which are provided at least 14 in part, at the expense of the government; and 15 WHEREAS, it is incumbent upon the Legislature to continually assess these 16 nonsalary benefits to assure that they are adequately considered in establish- 17 ment of overall compensation of public employees. 18 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 19 of the Fifty-fifth Idaho Legislature, the Senate and the House of Representa- 20 tives concurring therein, that the Legislative Council is authorized to 21 appoint a committee to undertake and complete a study of nonsalary benefits 22 provided to state employees and, to the extent that the employees of cities, 23 counties and other districts of the state are participants in some nonsalary 24 benefit programs administered by the state, to include those employees in the 25 study. The Legislative Council shall determine the number of legislators and 26 membership from each house appointed to the committee and shall authorize the 27 committee to receive input, advice and assistance from interested and affected 28 parties who are not members of the Legislature. 29 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 30 appointed by the cochairs of the committee who are appointed by the Legisla- 31 tive Council. Nonlegislative members of the advisory committee shall not be 32 reimbursed from legislative funds for per diem, mileage or other expenses and 33 shall not have voting privileges regarding the committee's recommendations or 34 proposed legislation. 35 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 36 ommendations and proposed legislation, if any, to the First Regular Session of 37 the Fifty-sixth Idaho Legislature.
